Welcome. . . By your presence in the City Council Chambers, you are participating in the process of
representative government. To encourage that participation, the City Council has specified times for citizen
comments on its agenda -- once following the Consent Agenda, at which time citizens may address the Council
concerning any brief community announcement not to exceed one minute in duration for any speaker; and again
following Items Removed from the Consent Agenda, at which time citizens may address the Council on any matter
of City business that is not on tonight’s agenda. Each speaker will be limited to three minutes, unless the time limit
is extended by the Mayor with the consent of the Council. Citizens may also comment on any item removed from

Public Input: Citizens may address the Council regarding any item of City business that is not on tonight’s agenda. The
duration for an individual speaking under Public Input is limited to three minutes. While all comments are welcome, the
Council will not take action on any item not on the agenda. Because of the Rules that govern public meetings, Council is not
permitted to speak in response to any issue raised that is a non-Agenda item. The Mayor may provide factual information in
response, with the intention that the matter may be addressed at a later meeting. In addition, City Council may request that a
particular non-Agenda item be placed on an upcoming Agenda, for consideration. Citizens should not construe Council’s
“silence” on an issue as an opinion, one way or the other, regarding that non-Agenda matter. Council simply cannot debate
an item that is not on the Agenda, and therefore, they must simply listen to the feedback given during public input. If a
citizen would like to speak or comment regarding an item that is on tonight’s agenda, we ask that you wait until the agenda

Laurel Park-Tree Board Minutes for July 2, 2026
The meeting was called to order at 5:31 by Tom Canape in Council Chambers.
In attendance were Tom Canape, Irv Wilke, Richard Klose, and Jon Rutt.

LPB Minutes for June 4, 2026 — We do not have a quorum.

Riverside Park Cleanup - Jack Sterling from Yellowstone River Research Center explained the
cleaning up the junk on the east side of the berm of the shooting range for the Rod and
Gun Club Range. They presented a waiver of liability to the City at the June 4 meeting.
Sensory Park - Amy Mullaney from LMCF asked for a MOU or a document from the city
agreeing to partner on the Sensory Park, see attached statement. Discussion on Sensory
Park for Murray Park being a good project.

future placement of a Floating island.
Other Parks — Planted trees at Veterans Park to replace dead ones.
Billie Riddle Splash Park Toilets — Budget approved for $100K and being tasked to engineer.
Riverside Park Campground — Mayor is investigating a Camp Host or another way to
manage the park.
American Legion Building at Riverside Park — Nothing new
Riverside Hall/Lions Club — Irv showed a picture of the backstops that the bb gun shooters
are using. See attached. Lacking protection for the walls.

Review and approve June 9, 2026, Budget and Finance Committee meeting minutes. Jessica Banks moved
to approve the minutes of June 9, 2026. Tom Canape seconded the motion. With no objection, the
minutes of June 9, 2026, were approved. There was no public comment or committee discussion.
Review and approve purchase requisitions. Corey Mcllvain from the Fire Department presented a
purchase requisition from LN Curtis. The requisition is for five sets of bunker gear for the department fire
fighters. Each year the department replaces the aging bunker gear. This gear will be purchased in FY27 as
the vendor has given them a huge reduction in price if they ordered by June 26,2026. The discount is
$1,205 per set resulting in savings of $6,025. The cost for the new bunker gear is $19,618.00. Jessica
Banks moved to approve the purchase requisition for new bunker gear. Tom Canape seconded the motion.
With no objection, the purchase requisition was approved. Matt Wheeler presented a purchase requisition
to replace several street signs around town. Matt stated that 114 signs

to give her some issues. The other laptop is for the City Attorney. Systems Technology Consultants
advises that our computers be updated every five years, to keep up with the recent technology changes.
The cost for all three computers and the labor is $9,406.00. Jessica Banks moved to approve the purchase
requisition for three new computers and labor to set them up. Casey Wheeler seconded the motion. With
no objection, the purchase requisition was approved.

Laurel Park-Tree Board Minutes for June 4, 2026
The meeting was called to order at 5:30 by Tom Canape in Council Chambers.
In attendance were Paul Kober, Irv Wilke, Brent Edgmond, Rene Studiner, Joe Holzwarth, Tom
Canape, Richard Klose, and Jon Rutt.
Guests — Laura Kirschman, Chuck Hull, and Jack Sterling.
Public input — Chuck and Jack from Yellowstone River Research Center propose cleaning up the
junk on the east side of the berm of the shooting range for the Rod and Gun Club Range. They
presented a waiver of liability to the City. See attached proposal.

Review and approve May 12, 2026, Budget and Finance Committee meeting minutes. Tom Canape moved
to approve the minutes of May 12, 2026. Jessica Banks seconded the motion. With no objection, the
minutes of May 12, 2026, were approved. There was no public comment or committee discussion.
Review and approve purchase requisitions. Matt brought back the gas compressor for the digester
purchase requisition that was approved on January 27, 2026. On the original requisition the shipping
charges were not on the quote. The shipping charges were added to the invoice. The cost of the shipping
charges is $ 288.43. Jessica Banks moved to approve the purchase requisition to add shipping charges.
Tom Canape seconded the motion. With no objection, the purchase requisition was approved. Mait
presented a purchase requisition for a new 40-yard roll-off container with a screen lid to be placed at the
container site. The cost of the new 40-yard roll-off container with lid and shipping charges is $17,895.00.
Tom Canape moved to approve the purchase requisition for a new 40-yard roll-off container with lid.

with them to outline projects. Via Matt, Forrest advised 1‘ order of business — assess water pressure
down Highway 10 (new line). It’s currently a dead end line — would likely need a booster station or
looped system for enough pressure for further tie ins.
Richard asked about water to the Love’s RV park in the future — Matt thought it would need a
booster station which would be the responsibility of Love’s.
If approved, MM will attend PW meeting on 6/15.
4. Crosswalk @ Middle School: Curb work is done. Just needs some backfill

Review and approve April 28, 2026, Budget and Finance Committee meeting minutes. Tom Canape
moved to approve the minutes of April 28, 2026. Casey Wheeler seconded the motion. With no objection,
the minutes of April 28, 2026, were approved. There was no public comment or committee discussion.
Review and approve purchase requisitions. Police Chief Anglin presented a purchase requisition to replace
the compressor and condenser fan on the HVAC system at the Laurel Safety Complex. This is for unit #2.
Chief Anglin stated that the existing compressor is grounded and the condenser fan is bad. The quote that
was submitted is for the compressor, condenser fan, filter, flush canister, acid scavenger and for labor. The
cost of repair is $8,643.44. Jessica Banks moved to approve the purchase requisition to replace the
compressor and condenser fan on the HVAC system at the Laurel Safety Complex. Tom Canape seconded
the motion. With no objection, the purchase requisition was approved.

Downtown Sidewalks & Lighting- We are in pre-bid and have 4 so far. It closes on May 19". Forrest will take it to council
on June 2"4 and approval on June 9".
Judy makes a motion to move the next meeting to May 26 11pm — Dean 2°4 and all in Favor.

Laurel Park-Tree Board Minutes for May 7, 2026
The meeting was called to order at 5:30 by Tom Canape in Council Chambers.
In attendance were Irv Wilke, Paul Kober, Brent Edgmond, Joe Holzwarth, Tom Canape, Richard

2. Floating Island for South Pond — $19,500 will be put in the budget for next year. Fundraising
can be started for community participation. Discussion about whether to proceed. Irv Wilke
made a motion to recommend proceeding to the Council. Richard Klose 2™. Approved.
3. Other Parks — Quote for sprinkler at W 12" St. Park pending. School gave back Fir Field but
is still using the fields. Matt is meeting with the school tomorrow. Discussion on naming W
12" St. Park and develop a handicap/sensory area. Area in Thompson Park is set aside for
Fireworks. See attached. TDS Fiber wants to install a junction box in a park along East
Maryland. See attached picture with X. Irv Wilke made a motion to approve X spot and
send it to council. Joe Holzwarth 2". Approved.
4. Billie Riddle Splash Park Toilets — Tabled until new engineer hired.
5. Riverside Park Campground — Putting a 24-hour cancellation requirement for a refund.

The Emergency Services Committee meeting was called to order at 6:00pm on Monday, APRIL 27, 2026, by

Others Present: Ambulance Chief Lyndy Gurchiek and Fire Chief JW Hopper

the emergency services departments and committee.

1. Approval of the Minutes from March 23, 2026. Irv made motion to approve, Sara seconded.

Fire Department
Responded to 38 calls for reporting period
Continue with training like BNSF HazMat — indepth training on what goes through railyard
Pack test — all members that attempted passed (3 miles with 45 Ib pack in 45 minutes)
29 members including 3 in rookie school
4 applications ready for review in September
DNRC staffing — staffed East Fire in Red Lodge with 2 firefighters for 4 days
Getting harder to staff DNRC hours due to most FF having full time jobs
Laurel obligated to support due to DNRC providing 2 trucks
Should be able to staff most days of the week — DNRC is aware of struggle
JW and Shane will work on discussions with CHS about their employees being able
to leave to assist as needed.
Grants in process — hoping for Firehouse Subs grant (for side by

Forrest will be asking to add and include crosswalk on both Walmart entrances while the work is done to repair those
