Town of Lincoln Lincoln Conservation Commission 100 Old River Road Lincoln, RI 02865 The September 2, 2026 meeting of the Lincoln Conservation Commission was called to order at 7:01 P.M. by Co Chair Emily Rochac Argueta. Also present were Scott Bacon, Kendra Gay, Jose Escobar, and Francine Jackson, plus guests Rochelle Medieros of the Valley Breeze, Kate Tompkins, Nathan Cornell, Tee Jay Boudreau and his wife, and Cameron Deutsch. The meeting began with a talk by Nathan Cornell concerning Rhode Island’s Old Growth forests, and the problem of clear-cutting. He mentioned there is virtually no protection from this, but legislation is beginning to be made at the State House. In the audience was Tee Jay Boudreau, a State Forester, who spoke on the preservation techniques of woodlands, both public and private, and how cutting down certain trees does have its benefits. He has offered to return to speak at a future meeting. The previous minutes were approved. Public Comment: See above. Wetlands: None Outreach: None Service Hours: The man who had many hours has been doing multiple litter cleanups each weekend. His results have been sent to DPW for pickup. He has done probably close to 35 hours. Butterfly Garden: There is still interest in the plots, although two persons have left. There is lots of butterfly weed. Proposed and Discussion on Water Rates Prior to Mr. David Bebyn’s input, Chairman Ken Booth mentioned that we currently purchase 100% of our water from PWB and the LWC had not raised water rates in several years. Mr. David Bebyn President of B&E Consulting, LLC spoke on water rate projections indicated on the spreadsheet titled LWC Public Hearing – May 7, 2025, Rate Schedule Information. Mr. David Bebyn feels 2026 is currently on track. He discussed how it is in our best interest to maintain a steady flow of revenue to avoid spikes and dips. We want to keep a buffer in our capital to absorb increases. Mr. David Bebyn feels we should leave 2027 alone and address any potential increases for 2028. As for how the rates are structured, prior studies hadn’t anticipated multi- units, i.e. taken total water bill and dividing by the number of units.
