REGULAR CITY COUNCIL MEETING
The Regular Meeting of the City Council of the City of Marion was held in the Council
Chambers at 5:30 P.M. Mayor Absher called the meeting to order at 5:30 P.M. The City Clerk
called the roll, and the response was as follows:
PHYSICALLY PRESENT: COMMISSIONERS PATTON, BARWICK, WEBB, AND
STOECKLIN, AND MAYOR ABSHER.
A quorum was present.
PLEDGE OF ALLEGIANCE
Tom Harness led the pledge of allegiance.
PUBLIC COMMENT
Mayor Absher opened the floor for public comment.
Stephanie Robinson, CEO of Man-Tra-Con introduced herself and highlighted the organization’s
ongoing commitment to workforce development and partnership with the city.
Tom Harness, Williamson County Veterans Assistance Commission Superintendent introduced
the newly formed VAC of Williamson County. He explained the Commission’s role in providing
financial assistance and resources to veterans, specifically addressing issues like homelessness,
mental health, and transportation.

Jacob Jansen of Snedeker Risk Management/Hope Trust invited the Council to the Hope Trust
annual conference in St. Charles, MO in July. He noted the mid-year healthcare financial report
for the city will be available in July.

REGULAR CITY COUNCIL MEETING
The Regular Meeting of the City Council of the City of Marion was held in the Council
Chambers at 5:30 P.M. Mayor Absher called the meeting to order at 5:30 P.M. The City Clerk
called the roll, and the response was as follows:
PHYSICALLY PRESENT: COMMISSIONERS PATTON, WEBB, AND STOECKLIN AND
MAYOR ABSHER.
ABSENT: COMMISSIONER BARWICK
A quorum was present.
PLEDGE OF ALLEGIANCE
Mayor Absher led the pledge of allegiance.
HOPE TRUST HEALTH PLAN UPDATE
Jacob Jansen and Brent Williams of Hope Trust provided a three-month progress report
regarding the city’s transition to its current health insurance plan. Mr. Jansen noted that while the
initial 60 days involved a higher volume of inquiries regarding benefits and identification cards,
the plan has reached operational stability. Call volumes to both Hope Trust and the city’s
administrative offices have decreased significantly, indicating that members are successfully
navigating their benefits. To ensure continued oversight, Hope Trust representatives will return
for quarterly updates to keep the Council apprised of plan performance.

Chief of Staff Cody Moake explained that Ordinance 4096 is a Residential TIF II
Redevelopment Agreement with A&D Plumbing. They built a new shop building at 807 West
Prairie Street on an empty lot. He told the Council that TIF eligible project costs to be
reimbursed will not exceed $67,000.
Mayor Absher made a motion to approve Ordinance 4096, a Residential TIF II Redevelopment

Mayor Absher told the audience that there will be some special presentations this evening. One is
to recognize a long-time employee who retired in December.
Commissioner Stoecklin told the Council and audience that over the last thirty-five years Brent
Cain has worked his way up through the ranks starting as a laborer at the Wastewater Plant and
retiring as the city’s Director of Public Works. Through Brent’s career, the city has seen major
upgrades to the sewer infrastructure including a major wastewater treatment plant upgrade in
2000. He told them under Brent’s leadership the city has focused on maintaining older sewer
lines by relining them with a sleeve that will add another fifty years of life to those lines. In
recent years Brent has led projects including building a new water tower on the city’s east side
and a total infrastructure replacement project throughout the Crab Orchard National Wildlife
Refuge benefiting the Refuge and its tenants. Those upgrades …

Ordinance 4094 Approving to Trade Three Old Vehicles for a Newer Vehicle
Commissioner Barwick made a motion to approve Ordinance 4094 approving the
recommendation of Chief Fitts to trade in three old vehicles with a value of $4,000 for one newer
vehicle paying a difference of not more than $42,540.63. Commissioner Stoecklin seconded the
motion.
Police Chief David Fitts told the Council this vehicle is to replace an undercover narcotics
vehicle that has been in the fleet for quite some time and has outlived its usefulness. It will be
purchased with narcotics funds.

Commissioner Barwick had no report but complimented the Street Depa1tment for doing a great
job. He also reported that the lights are up at the roundabout on Route 37.
Commissioner Stoecklin - Public Property
Commissioner Stoecklin read the annual Water Department report for 2025. He reported 48 new
service taps; 55 watermain breaks; 59 water service leaks repaired; 40 services updated; 15 fire
hydrants replaced, repaired, or added to the system; 55 meter pits repaired; 6,209 service calls for
the year; 3,697 JULIE locates; and 5 major watermains relocated.
Mayor Absher - Public Affairs
Mayor Absher stated he thinks this is the largest snowstorm the city has seen during his
administration. He said there are 212 miles of city streets to maintain and the preparation for an
event like this has so many more moving parts than meets the eye. He said there are many city
employees who work long hours in cold, dangerous conditions to ensure that the streets are safe.
He said they did an outstanding job.
Chief of Staff Cody Moake reported that one of the vendors who visits city buildings weekly
commented to him that he had been in several towns today and that the conditions in Marion are
better than in the other communities. The vendor told Cody it is very impressive. Cody explained
that the only other public space in the city is the square and the parking areas around the square

REGULAR CITY COUNCIL MEETING
Minutes of a Regular Meeting of the City Council of the City of Marion held in the Council
Chambers at 5:30 P.M. Mayor Absher called the meeting to order at 5:30 P.M. The City Clerk
called the roll, and the response was as follows:
PHYSICALLY PRESENT: COMMISSIONERS PATTON, BARWICK, AND WEBB AND
MAYOR ABSHER.
ABSENT: COMMISSIONER STOECKLIN

Mayor Absher led the pledge of allegiance.
PUBLIC COMMENT
There was a member of the public with complaints against the Police Department.

Commissioner Webb made a motion to approve the consent agenda as presented. Commissioner
Barwick seconded the motion.

Recognition of Life-Saving Actions
Fire Chief Tim Barnett told the Council Captain Chad Schmid, and Firefighters Aaron Pritchett,
Ben Schultz, Josh Hayes, and Hunter Hodge recently responded to a structure fire with a report
of entrapment in the 1100 block of East Boyton Street. He congratulated them on a job well
done. He told the Council Captain Schmid and Firefighters Pritchett and Schultz have been
nominated for the State of Illinois Medal of Honor. He reported that members of the Herrin Fire
Department, personnel from United Medical Response and Marion Police officers were also on
