1. Mission of the Human Rights Commission
It is the duty of the Commission to affirm, encourage, and initiate programs and services within
the city designed to eliminate discrimination, improve human relations, and effectuate the spirit
and intent of applicable human rights legislation. In these efforts, the Commission may enlist the
support of community groups and public agencies.
2. Approval of Minutes for July 21, 2026 (ACTION ITEM)

Commission to hear community solar update and cemetery wisescaping idea
The Moscow Sustainable Environment Commission is holding its regular meeting to approve July minutes, receive public comment, and discuss several sustainability topics. Action items include an update on the community solar project, a proposal for wisescaping at local cemeteries, staffing a Farmers Market table, and drafting questions for a citizen survey. about their energy systems program and how the City can develop their own while the CAP
would administer it.
City staff will be meeting with David (donator) on how the funding will work moving forward.
Sophie suggested asking SEC to draft a letter with an attached proposal and vote to move letter
to Council. Group discussed dates that would work the best with SEC, Public Works
Committee and Council.

1. Community Solar
Group has been tasked by the SEC to develop a rough framework for what a community solar
project could look like in the City. Group will discuss project scope.
ACTION: Receive the report and provide feedback
The City will retain the savings from the solar but will use that to offset expenses for residents.
Group started discussing program, and rebates that they could apply the savings too.
They need to look into maintenance costs for the project.
2.Announcements/Other business
Kelli will have a table at Artwalk promoting sustainability.
There are also talks on a climate change art show for the City Art gallery.
