PUBLIC HEARING: TO CONSIDER THE CITY OF OAKLAND’S APPLICATION TO THE PARK GRANT
PROGRAM FOR PLAYGROUND IMPROEMENTS IN BACKSTOPPERS PARK LOCATED ON GRANT’S TRAIL
The Public Hearing was called to order at 7pm by Mayor Steuby. City Admin/Clerk Stewart reminded those in
attendance of the fact Oakland was planning to reapply for the Municipal Parks Grant in August 2026 for a new
playground in Backstoppers’ Park. He reminded everyone that Oakland applied for the same new playground last
year after having gone through the planning process facilitated by SWT Design. He indicated that the reason
Oakland was denied/disqualified in 2025 was because our photos of past muni grant funded projects were not date-
stamped. Stewart also indicated that this year that disqualification rule was eliminated and replaced with applicants
receiving a point or two when photos are date stamped. There were no citizen comments. Mayor Steuby closed the
public hearing after all questions were exhausted.
PUBLIC HEARING: ON THE 2026-2027 FISCAL YEAR PROPOSED BUDGET FOR THE CITY OF OAKLAND
Mayor Steuby called the public hearing to order at 7:07pm. City Admin/Clerk Stewart and Treasurer Funk explained
the various capital items in the budget as well as reviewed the operations numbers which were similar to this year.

PUBLIC HEARING: The City of Oakland will hold a public hearing to discuss the approximately $20,000 in
Community Development Block Grant funds.
President of the Board of Aldermen Susan Lueker opened the public hearing at 7pm mentioning that she is
filling in for Mayor Steuby who is ill. She asked City Admin Stewart for a summary. First, Stewart asked
everyone present that lives in Oakland to sign the sign in sheet. Stewart then explained that each year
Oakland holds a public hearing that is posted in three prominent places in the city so that residents can come
learn about the Community Development Block Grant program which is available to citizens who qualify.
Historically, because of the lack of qualified applicants, the city has used the funds on public projects that
help disabled citizens. No citizen had any questions, so Lueker closed the public hearing at 7:04.

Lueker called the meeting to order at 7:04pm. In attendance were alderpersons Daake, Schwegmann and
Heaton. Additionally, besides Stewart, were City Attorney Bramman and City Treasurer Funk.

The Board of Aldermen approved an ordinance regulating temporary storage containers, allowing them on improved surfaces for up to 7 days without a permit and up to 30 days with a permit (4-0). REGULAR MEETING was called to order at 7:02pm by Mayor Steuby. In attendance were alderpersons
Daake, Schwegmann, Heaton, Lueker, Treasurer Funk and Attorney Bramman and City Clerk/Admin
Stewart
APPROVAL OF MINUTES
A motion to approve the November 19, 2025 regular meeting minutes was made by Schwegmann and
seconded by Lueker. Motion carried 4-0.
A motion to approve the December 5, 2025 zoom meeting minutes was made by Schwegmann and seconded
by Daake. Motion carried 3-0 with Lueker abstaining.
CITIZEN COMMENTS
There were no citizens present.
VOUCHERS
Schwegmann moved with Lueker seconding the approval of the December 2025 Voucher. Motion carried 4-
0.
Daake moved with Schwegmann seconding the approval of the January 2026 Voucher. Motion carried 4-0.
TREASURER’S REPORT
Funk announced that the city had $1.996 million in cash at the end of December. Areas over budget will be
adjusted towards the end of the fiscal year. Areas mentioned were: auditing, aquatic center payments and
public works.
