All right, the time is now 3.01 p.m. We'll go ahead and call the workshop number three budget to order. Good afternoon, Mayor, Vice Mayor, Commissioners. This is workshop number three going over the entire budget. Again, this is workshop number three going over operating and capital. We did have a capital budget session, so this is meeting number four in this year's budget process. I prepared a short agenda for today. I'm going to go through that agenda, and then we can answer any questions that you guys might have as part of your review. We did send out the books last week as part of the agenda process, so hopefully you had some time to review the changes, and we'll go over those changes from last workshop. Commissioner. Last time we met, I offered a motion loaded for the 28 or whatever to be equally divided. I want to restend that to the 2.5%. Mr. Mayor, may I be recognized? Can you see the clerk? Thank you. Just to, I know that there was a lot of discussion, but just for clarity, that there was no motions made because it was a workshop, so there was no voting, so you guys were just in discussion at that time as to what you felt that you might have agreed to. All the people have to do so. And I will. Now for 2.5%. I do have that as a discussion point as part of the agenda, so when we get there, we'll open the floor and be able to discuss that a little further. I want to start off on page 5 of your books. It is the overview of the budget as a whole. So it should look like th …

Thank you. Good afternoon, C-Ray Board. So, we'll start with 327. We have now completed, we have a balanced budget for District 327. All I wanted to show is in terms of the arts of beaut ification, what is incorporated. Really quickly, just to make sure we're on page 2. I know your page is a little bit different. The first page in the book, page 205. Apologies. New changes here in under 327. Since from workshop 2 to workshop 3. Ultimately, if you were to move to page 7. That's where we see that underneath the arts of beaut ification. Just to clarify, those initiatives are for the historical downtown building markers. Wayfinding signs. And then for some type of art mural for the railroad bridge on Henson Avenue. Vice Chair. Thank you. Just one quick question, Alex. For railroad Henson Avenue, is that the only location for the mural? Because I thought it was going to be anywhere within that district, not just one-scale location. We had talked about that railroad, and that's what I assumed the board was wanting to do. If that's not the direction the board wants to focus on, then we're happy to do another location. Do we own that? That is an excellent question. That's probably the property of C. C. That is the next one. There has been – I've looked into it over the last year or so, and I can't say I can find who is – who to get permission exactly from. We do own it, but there is some type of ‑‑ we do the maintenance on it. It hasn't been utilized, but there's some type of regulat …

All right, thank you all the time is now 106 p.m. on July 21st. I'm going to call the city commission's workshop to order. At this time, we're going to discuss two items. One item that we were not able to discuss on last Thursday 's meeting, which is going to be item number two, which is the city manager selection. We would then go to our third item on the agenda, which is going to be the city attorney. Let me make a correction. So we're going to have a workshop to discuss the tab ulations for the city manager. First, followed by a workshop to entertain and have conversation with the city attorney applicants that we have . Mr. Mayor, quickly. Commissioner West. If I may look like that, it appears that we have candidates for the city attorney selection. Some are on Zoom already. Some are standing by. And I don't know if it's possible. Could we flip them around and do them? And they don't have to sit through the city manager selection and do that secondary and take care of the attorney portion because we have people here already waiting. Okay. And I do believe we have both candidates for us to consider present. We do have, it appears to be, two members online. And I believe there are two members of that firm in the audience and one additional member here. We initially had three. And I think that may have been posted on the agenda. But subsequently, one of those members, one of those applicants had withdrawn their application. Is that correct, Madam President? That's correct. Ok …

. . . . . . . . . . . . . . . . . . and at that time if we do have those questions we'll ask those candidates to come up to the podium I will start with Commissioner Huffman. Thank you. I have a question for the Director of Public Safety Joe Hallman if he will come to the podium. Mr. Hallman if you can stay to either podium. Good afternoon. If selected for the city manager would you be making any immediate changes with any either of the deputy city managers? Great question. Since my tenure here in February I basically have been observing. I see no reason to get rid of anybody. Both of those gentlemen do a great job. Mr. Deputy City Manager. Thank you. That's it. Okay. Commissioner Johnson. I don't have any questions. Okay. Commissioner West. Yeah and thank you. I'm the Public Safety Director of Hallman. You know I can just give you a little history and background. Him and I have worked many many many many many many years together and I know he's been doing an outstanding job. George is a great guy and a great guy to work with and I've seen his leadership traits and I know he has great leadership. If not he wouldn't be standing in front of us and be where he's at this point. But my question is I know you were at the county level for a couple of years as a deputy director or something in the county, correct? Not a couple of years. I was at the county level. First of all I retired from the sheriff's office after 32 years as the chief of law enforcement wherein I had about 1300 e …

Good morning again. Apologies for my charting this. There was an accident on 27. So, not there for about 40 minutes. But, good morning as we go into our second budget workshop for this DRA. So, I've done this presentation in the order of the book that we just presented to you. And so, if you will meet things along, we'll jump in to the quick overview for both districts. In terms of the revenues, the 385,960 from district 327, 10 .8 million for district 328. You'll see that we will have balanced the budget for 327. And for 328, there will be roughly 1.18 million left to be allocated. So, this portion you won't see in your booklet. This is just an overview. When I'm going to 327, I follow the itemized booklet. So, if you can see it, this is just like a quick little overview of what you'll be seeing. So, I'm going to go ahead and see. Okay. So, I'm looking at 327, right? That you're budgeting 385,000. But you're also stating that move at 328. That's correct. This is an overview. So, on it is 327 and 328. We balanced the budget for 327. So, there's zero to be allocated. And in 328, we still have about 1.18 million that we will have to talk about today and allocate. So, what's changed between the first workshop and this workshop? Revenue, number one, from the Lake Eva Hall. We have that as a line item now in 328, which increased by 175,000. Grants and aid is reduced. This includes the development incentives, which were reduced by half a million. The operating expenditures have gon …

. Good evening. Good evening. After 5. Again, Kelly Nixon, joint partner of the R&D Architects. I want to allow my partner to also be a good tip. Good evening. Leonard Bird, the school of Winter Stones, our legal partners. We are working together to try to do some really creative and innovative and impactful things in the city that we'll discuss over the course of this presentation. Hello. I'm Ajay Brother. He's graduated from high school. I 'm an associate of Nixon. I'm a student of the R&D. I think there's a few times. Okay. First place. Second place. All righty. I've been waiting a very long time to present myself as such. But bear with me. 22 years of leadership experience, fundraising experience. But tonight, I'm able to present myself in a way that I haven't up until this point. I'm fifth generation Oakland. Avenue K. Born and reared. Raised in multitudes of places. But rooted in Oakland. Reuben Wiley, great-grandfather. Rosetta and Henry Daniels, great-grandparents. I was in a conversation two weeks ago. Yeah. About in the – we always start with a question. We call it kind of grounding ourselves. And the question was, what are you still leveraging today that you learned or gained as a youth growing up in Oakland ? And we asked all of those in the room that, and my answer was choices. It became really clear to me the power of choices. And this is definitely a choosing. So I want to make sure that I'm able to really lean into and operate in my most authentic self, which …

Thank you. All right. Ladies and gentlemen in the audience, if you will stand with us for the invocation, and after that, directly we'll be doing the Pledge of Allegiance. Thank you. Tonight I shall share just a brief word in chapter 13, verse 1. Let every soul be subject unto the high powers, for there is no power but of God. The powers that be are ordained of God. Let us bow our heads. Father, we thank you. We come before you, Father God. Asking for wisdom, knowledge, and understanding for our leaders here today, Father God, so that they may guide H aines City, my Lord. Look after everyone's family, my Lord God. Father God, we thank you. We just glorify you. Your word says to pray for those that are in authority, Father. And that's what we are here to do. And as we celebrate the 250 years of this nation, Father God, we ask you, Father, that we continue in that movement, Father, putting you first above all things, Father God. We just thank you. I will call the commission first. It is. We'll go ahead and call the time is now. 3.48 PM. We'll call the commission first. Water and sewer. Water and sewer. Water. We have directed to HACES. I'll take over just for a quick intro. Just to kind of recap. The water and sewer fund. Again, this is one of our enterprise funds. All the funds collected from this are through our utility bills. I'm glad to say since 2021 when I got here, we killed all the transfers. There used to be like a $2.5 million transfer to the general fund. And again, for good reason, there was a lot of infrastructure. We're still trying to tackle all that infrastructure within the water and sewer fund. So from a revenue standpoint, charges for services, $30 million. Again, that's capturing water and sewer charges. It equates to $30,187,000. Judgments, fines, and forfeits, $1,175,000. So those are costs between late fees, charges for taps, any miscellaneous fees that we charge as part of utility services. It's going into that line item. And then miscellaneous revenues is interest income that we're charging or receiving on reserves and cash balances within our investment account. So total revenues, $32,772,000. Right below that is the expenditures of where we're starting off. Personnel costs, $5,724,640. Operating expenditures going up a little bit this year from $11,737,000 up to $12,750,413. So about a million dollar increase in operating costs. And then the last item currently p …

. . . . . . . . . . . . . . . . . . . . . Yeah, we are, as a city council members, and we'd just like to, you can stay right there. We'd just like to, from my seat, I would say, I think when DJ Mo contacted me when I was in mayor a couple months ago, and asked me, could we recognize you for the outstanding work you've been doing throughout, not just, you know, when you left here, you hit the ground running, and you've been doing outstanding jobs. But when he called me, it was a no-brainer for us to recognize you. And I think it's more befitting that it's also during Jun eteenth, you know, that we recognize you. So I am so proud, and I speak on behalf of me and the other commissioners there, the work you're doing and keep doing, and make Haines City proud, and keep us on the map in California and wherever your travels may take you, sir. So thank you so much. Thank you, sir. Thank you. I appreciate that. Thank you. I know some of our other commissioners are down low. Would you like to say anything? You've got three minutes right there. Listen, I have a boy with TCT, he was a little, little boy running through his salon, and he's right down the street, just to see what he's doing now. It's just amazing. His parents set the tone. It's good to be a tribute to your group, right? And so to see that, just to see what he's doing now, he's humbled. He's humbled. And the other thing is to have the boys and girls club here , as well as to see someone, not as, he's not in the NFL, but he …

. . . Good morning. Today is June 9th. The time is now 9.03 and we will call the City Commission Budget Workshop to order. First on the agenda is the Capital Project Workshop discussion. And we have Lord Stewart presenting. Good morning, Vice Mayor and Commissioners. Welcome to Workshop No. 1 for this fiscal year. You guys are up for a challenging season ahead of you, obviously with all the legislative proposals and requests that are coming up. And we'll continue to just kind of go through that process alongside you guys through this. For today's workshop, we've created an agenda. Again, just as a guide, you guys will kind of dictate where we go through this conversation. The intent of today is to go through capital requests. So beginning with the general fund, we'll go department by department on all the requests that we have for this year. Then we'll transition to the utility fund and then end up with stormwater at the end. In front of you, you should have two packets. The first one has this large 11 by 17 page. So this right here is where we're starting out the budget. So you can see here the general fund, utility fund, and stormwater fund. Each one of them right now starting with a deficit. General fund right now, $29,010,199 in deficit. Utility fund, $34,830,000 in deficit. And stormwate …
