The Mayor called the City Commission Meeting to order at TIME on DATE in the City
Commission Chambers, located at 620 E Main Street, Haines City, FL.

CITY MANAGER SELECTION
City Commission identified the two applicants who were the two top selections. Joe
Halman, Jr., currently serving as the Public Safety Director and Loyd Stewart, currently
serving as the interim City Manager. The Commissioners each asked the candidates to
go over their experience and some of their leadership styles and vision for the future of
the city.
At this time, interim City Manager Loyd Stewart came to the podium. Commissioner
Huffman stated that she enjoys working with him and he has done a good job so far.

I'm glad to say since 2021 when I got here, we killed all the transfers.
There used to be like a $2.5 million transfer to the general fund.
And again, for good reason, there was a lot of infrastructure.
We're still trying to tackle all that infrastructure within the water and sewer fund.
So from a revenue standpoint, charges for services, $30 million.
Again, that's capturing water and sewer charges.
It equates to $30,187,000.
Judgments, fines, and forfeits, $1,175,000.
So those are costs between late fees, charges for taps, any miscellaneous fees that we charge as part of utility services.
It's going into that line item.
And then miscellaneous revenues is interest income that we're charging or receiving on reserves and cash balances within our investment account.
So total revenues, $32,772,000.
Right below that is the expenditures of where we're starting off.
Personnel costs, $5,724,640.
Operating expenditures going up a little bit this year from $11,737,000 up to $12,750,413.
So about a million dollar increase in operating costs.

Comprehensive Budget Summary, reporting projected FY 2027 revenues of

The operating budget for the Finance/Utility Billing Division was reviewed. Staff
noted a 26% increase in operating expenses, primarily att ributable to higher
postage costs and the mailing of utility account information associated with new
customer growth. Printing and binding expenditures have also increased to
support expanded public communications and customer notifications.
Deputy City Manager James Keene presented the proposed Water Operations
