CALL TO ORDER
This meeting is officially called to order at 5:30 pm on June 16, 2026. This meeting is being
presided over by Mayor Mike Lorenson.
PLEDGE OF ALLEGIANCE
ROLL CALL
The following Councilmembers were present: Aarestad, Pream, McCraw, Arlt, Lorenson,
Narverud, Bolduc and Langness. Mayor Lorenson chaired the meeting.
PUBLIC FORUM
• Ryan Schartz (611 Riverside Ave, TRF) - addressed the council with concerns for the
safety of his wife and daughter as well as the neighborhood with the proposed location of
the cannabis business in the old DQ building. He noted the area is used by children and is
staple of our community and the council needs to stop "the madness."
• Ken Asp (524 Duluth Ave S) - addressed the council with similar concerns regarding
safety for surrounding amenities used frequently by children. He said the council created
an ordinance that was intentional and less restrictive. He said if the city wanted to protect
the park they would've followed state statute.
• Rod Shand (Fargo, ND) - Rod noted concerns with the dispensary as he's currently
building a home in TRF and is worried about its location. He noted it starts with weed
then continues to other drugs. He noted when it becomes a problem, the city will need
more money and police officers. He asked if the council is looking at the welfare of the
community or just the economics.

council is spending more money.

PUBLIC FORUM
Zehlians - Art & Wine Walk
Natasha Reierson and Carol Ihle informed the council of their annual Art & Wine Walk event
scheduled for June 18th. The event will be downtown showcasing 25+ businesses and over 30
local artists. The theme this year is "jungle."
Carol also noted hanging baskets are planned to be hung up the beginning of June.
Cutis Zoller - TRF Rentals
Curtis addressed the council regarding the proposed rental ordinance. He expressed concerns
and requested the opportunity at the May 26 meeting to have a working group-style meeting
where everyone can work collectively to ensure the ordinance is complete and covers all the
needs of the city, renters and rental owners.

Rhonda Lofberg (from Sister Sister Salon) addressed the council with concerns regarding
garbage that gets blown into her yard and the river from the bins in the Hugo's parking lot. She
requested the council to look into solutions as it's a nuisance to her and an eyesore for the
community.
Bruce Holte (Rental property owner) asked about short-term rental public hearing. Council
responded that will be held May 6th at the Planning& Zoning meeting at 5 pm in Council
Chambers.
APPROVE AGENDA
Councilmember Michele McCraw motioned being seconded by Councilmember Scott Pream
approved the agenda with the time correction to the Utility Committee meeting in the Upcoming
Meeting section.
On vote being taken, the resolution was unanimously passed.
