buyout ($550,000) and the decisions council is making with tax payer funds. He noted citizens
are "deeply disappointed." He also noted Bemidji no longer has a management company and
before VenuWorks, the city ran the arena very well. He ended his comments asking where the
Prowler logo is on the ice in the Ralph.

actions and the unpaid work Aaron and I have done to better this community. My time and energy are
better spent actively contributing to our community than continuing to defend my integrity against
speculation. I will continue working to bring opportunity and economic development to Thief River
Falls. Signed Megan Arlt."

Edibles Ordinance Amendments.
Key Teeters (524 Duluth Ave S) - addressed the council with her concerns of the
cannabis ordinance. Teeters reviewed the history of events that led to the approval by
council for the zoning change from C1-C2. She noted she believes information was
deliberately withheld and council/P&Z were under duress when they were voting due to
threatened law suits. She asked the council to vote yes on it tonight and to consider
voiding the original vote. She also asked the council if a second reading could be waived
and go straight to a vote to be made effective tonight. Lorenson responded that her
request would be taken under legal advisement.
No other members of the public addressed the council during the public hearing.
Mayor Lorenson closed the hearing at 5:37 pm.

who are without school bus transportation. She respectfully requested $11,000 to assist with
the local share of operating and capital expenses for the 2027 budget year (prior two years the
city has given $5000).

CALL TO ORDER
This meeting is officially called to order at 4:30 pm on August 4, 2026 at the Huck Olson Arena
(prior to Night to Unite activities). This meeting is being presided over by Mayor Mike Lorenson.

Narverud, Bolduc and Langness. Mayor Lorenson chaired the meeting.

Councilmember Narverud motioned being seconded Councilmember Pream to approve the
