Call to Order
Port of Anacortes Commission President Kathy Pittis called the October 5, 2026, joint special meeting to order
at 5:00pm for the Port of Anacortes Commission. Commissioners Mary LaFleur and Bob Papadakis were
present. Commissioners Shawn Ottenbreit and Bonnie Bowers participated in the meeting remotely via Zoom.
Mayor Ryan Walters called the joint special meeting to order at 5:00pm for the Anacortes City Council.

Proclamation: Recognizing October 15, 2026, as White Cane Awareness Day
Colette Arvidson of the Anacortes Lions Club introduced Andy Arvidson, associate member of the Anacortes
Lions Club, member of the Burlington Lions Club, and Immediate Past President of the Washington Council of
the Blind, who spoke about the origin of the white cane and White Cane Awareness Day in the United States.
He added that on October 15, 2026, there would be showings of a documentary, Possibilities, produced by the
American Foundation of the Blind at the Senior Activity Center at 10am and 1pm. A preview of the
documentary was shown on screen without audio. It can be viewed in its entirety here. Mr. Arvidson then
detailed the history of the Skagit and Island County Council of the Blind and invited the mayor and
councilmembers to take a one-block walk with him on Commercial Avenue with a white cane and a blindfold.

Ellie was in attendance and reported that their summer camps are done for the

Ambassador program both saw great numbers of visitors. The benefit
fundraiser is on September 26th and is nearly sold out.

Young added that there are new laws that place the onus for ensuring the packaging is recyclable and Mayor
Walters mentioned that Senator Liz Lovelett had been instrumental in getting that state legislation passed. Ms.

Rita James with the Arts Festival has gone to Council about the trees in the Commercial Ave roundabout and taking them
down as they are obstructing the view of the art. Jonn has looked into this at the request of Council. As it is a state
highway, the road can not be closed, but intermittent stops would be allowed for the work. It was asked if the trees could
just be trimmed but 60-80% would have to be removed to improve the view. The trees may have to be removed in the
future due to the overhead powerlines. The Board agreed to look at the area and report back at the …

Jim and Cheryl were in attendance from the Noon Rotary club to speak about upgrading the area of the gazebo
at Rotary Park. Now that the lookout project is done, they are looking to improve other areas. They have met
with Jonn and Mayor Walters about the gazebo area and shared that it is need of some repair and upgrade. It
was built in 1987 and has aged. The Club has also met with Strandberg Construction and gotten a plan and
design for a demo of the gazebo and improvement of the space. They have funds leftover from the lookout
