Jim and Cheryl were in attendance from the Noon Rotary club to speak about upgrading the area of the gazebo
at Rotary Park. Now that the lookout project is done, they are looking to improve other areas. They have met
with Jonn and Mayor Walters about the gazebo area and shared that it is need of some repair and upgrade. It
was built in 1987 and has aged. The Club has also met with Strandberg Construction and gotten a plan and

Call to Order
Mayor Ryan Walters called to order the July 13, 2026, Anacortes City Council special meeting at 5:30 p.m.
Councilmembers Marcia Hunt, Luke Currier, Anthony Young, Christine Cleland-McGrath, Carolyn Moulton,
and TJ Fantini were present. Councilmember Bruce McDougall was absent.
Executive Session
Evaluating the qualifications of an applicant for public employment per RCW 42.30.110(1)(g) (25
minutes)
At 5:30 pm, Mayor Walters announced that the City Council would convene in Executive Session per RCW
42.30.110 (1)(g) for approximately 25 minutes to evaluate the qualifications of an applicant for public
employment. The mayor advised that the special meeting would then adjourn with no final action having been
taken. Councilmembers TJ Fantini, Anthony Young, Christine Cleland-McGrath, Carolyn Moulton, Luke
Currier, and Marcia Hunt attended the executive session. Human Resources and Labor Relations Director
Kendall Moyle and City Attorney Darcy Swetnam also attended the executive session.
At 5:59 pm Mayor Walters announced that the City Council would require an additional 20 minutes in
executive session.
At 6:23 pm the City Council returned from executive session with no final action having been taken.

5/28 Helped Arborist Steve with a small hazard tree fall for a neighbor on Lake Erie Way.
6/1 Responded to a weekend report of an RV parked at the #312 trailhead. By the time I got
there on Monday it had turned into two. I contacted one, gave the usual spiel, and had no
response at the second one. Was told that the individual would be on their way soon. When I

started making my way toward the three RV’s when the barking from at least 8 dogs, mostly
tied up, but not secure enough to my liking, begin to rise in volume. There was no way we were
going to have much of a conversation over the canine din, and with the sketchy job of tying the
dogs up, I left the scene and called APD. They are working on moving them along.

included information on the Enterprise Resource Planning software implementation and remarks on the
May month-end budget to actual update provided at the committee meeting.

Mayor Ryan Walters called to order the May 18, 2026, Anacortes City Council meeting at 6:00 p.m.

Announcements and Committee Reports
Mayor Walters made announcements regarding Public Works Week, National Bike Month, Fourth of July
Parade registration and rules for participants, and a Book Fair for Grown-Ups at the library on May 20th at
6pm. He also mentioned upcoming events at the Senior Activity Center, including a Cutting the Cables seminar
on May 26th from 10am to 12pm, a Hearing Loss Consultation on May 29th from 9am to 12pm, and a Veterans
Hangout on May 29th from 10am to 11:30. He then announced the upcoming Kids Fishing Day at Heart Lake
on May 30th from 7am to 12pm and Bark in the Park at Storvik Park on June 13th from 10am to 2pm. Finally,
he mentioned coming regulations regarding e-bikes and e-motorcycles for the safety of riders, pedestrians and
the community, referring to a slide presentation that was added to the packet materials for the meeting.

Mayor Walters recognized the passing of former Councilmember William Turner, who served on the council
from 2006 to 2014, extending the city's condolences to his family. He then addressed an issue that affected fiber
internet services to customers in Downtown, Old Town and other areas east of Anacopper over the past couple
of weeks, which resulted in significant latency over the past weekend, reporting that an optical line terminal
located in the library experienced a fault. He announced that staff had worked diligently to isolate and correct
the problem, recommending that customers should reboot their fiber equipment should they experience any
additional service interruption. He then pledged that replacement equipment would be ordered as soon as
possible to enhance system redundancy and that he would work closely with staff and the Fiber Committee to
improve communication regarding fiber service to mitigate similar future challenges. He concluded by

Arts Festival:
Jonn shared that he and Meredith have agreed that a routine check in between the Arts Festival, Creative District and the
Arts Commission would be beneficial. Meredith clarified the difference between the Festival and Creative District, with the
Festival being a non-profit since 1962 with a summer festival and fine art show supporting art in the community. The
Creative District is an economic driver piece and separate entity, with the Festival handling the administrative part for now.

Bioacoustic Inventory & Monitoring:
Steve Taylor was in attendance to present a proposal for monitoring of the
American Bullfrog. He is a biologist and researcher in sound and eco-

expansion project is out to bid, this will add approximately 10,000 square feet to the area.
2026 Events:
Staff have asked that the Commission start laying out their plans for the year.

North Harbor Diesel Donation Recognition
Fire Chief Bill Harris introduced Dianna Chonka and Josh Blankenship from North Harbor Diesel, who
presented a donation to the city in the amount of $19,673.09 to install a new outboard motor on the Anacortes
Fire Department (AFD) rescue boat.
HF Sinclair Donation Acceptance
Chief Harris described how the Forward Looking Infra Red (FLIR) camera had been left off the AFD rescue
boat during the procurement process in order to keep costs within the limits of the grant funding. He then
mentioned that Battalion Chief Chris Byer had successfully applied for $25,000 in additional funding through
the HF Sinclair community giving request program that would allow for the FLIR system to be installed on the
AFD rescue boat.

Recognition of Emily Schuh's Service to the City of Anacortes
Mayor Walters, City Attorney Darcy Swetnam, and Fiber Manager Jim Lemberg recognized Administrative
Services Director Emily Schuh for her twenty-six years of service to the city. Former Mayor Laurie Gere
expressed her appreciation for Ms. Schuh's mentorship, support, and service during her eight-year tenure as
mayor.

Mayor Walters announced, referring to a slide presentation that was added to the packet materials for the
meeting, that he had re-appointed Zachary Wight and Kami Bratton to 3-year terms on the Arts Commission.

Museum Director Bret Lunsford introduced the two eligible board members, Virginia Heiner and Ralph Walter,
whose terms expired at the end of 2025 but are agreeable to re-appointment to continue serving on the board.
He added that with these two appointments the board would still have one vacant position with the recent
departure of Carolyn Suryan, for which applicants are being sought.
Mr. Currier moved, seconded by Mr. Young, to approve the re-appointments of Virginia Heiner and Ralph
Walter to the Historic Preservation Board. The motion carried unanimously by voice vote.

Kami and Lisa will make a list of possible places that art could be placed. 98221 Gallery: Bob shared that this show is off to a great start. Fives pieces have sold already and the show will run through May. We will no longer have a piano player for Art Walks, but the streaming music worked well.
