Diane Campbell and Andrea Steward presented. The creation of Portrait of a Graduate allows us to reflect on current and future practices across the district and make sure our continuous improvement aligns with our vision of a learner during their time with DCSD and after they graduate to be successful and productive citizens. 1.01 Call to Order in Open Session
President Kline-Jerome called the meeting to order at 7:15 pm. Present were Directors Kline-Jerome, Hayes, Beck, Barnds, Paustian, Potts; TJ Schneckloth - superintendent, Jami Weinzierl - human resources, Brenda Thie - board secretary and Wendy Meyer - attorney.
1.02 Motion to Move into Closed Session
Action: Potts moved Beck seconded the board move into closed session as provided in Iowa Code Section 21.5(1) (i) of the open meetings' law to evaluate the professional competency of an individual whose appointment, hiring, performance, or discharge is being considered when necessary to prevent needless and irreparable injury to that individual’s reputation and that individual has requested a closed session.
Discussion : None.
Vote : On a roll call vote, all in favor, motion passed.
The board moved into closed session at 7:16 pm

President Kline-Jerome held a public hearing on the proposed fiscal year 2026 property tax levy. The proposal was published in the Quad City Times on March 10, 2025. The public hearing was meant to take public comments either in writing or orally and was required as part of the district’s certified budget. The notice provided to each resident shows the maximum property taxes the district will adopt as part of the certified budget which will be adopted by April 30th. 1.04 Youth Leadership Teams Update
Courtney Olsen was joined by Cara Fah, Abbi Lievens and Leanne Anderson. Youth Leadership Teams (YLT) started about 5 years ago. Student voice is a key layer in achieving our Growing Excellence Goals and informing adults about what students need to feel safe at school. Each building has a YLT intentionally designed to reflect the diversity of the building. They hold monthly meetings, and the goals are as follows: Ensure the perspective of peers are represented and elevated to contribute to an equitable learning environment; develop leadership skills; and build community. The district uses YLT to inform district priorities, for example, CFL data, Portrait of a Graduate, new high school schedule, and attendance work.

The Davenport Community School District Board will decide on awarding a $40.2 million construction contract for the F.L. Smart Middle School addition and renovation to Bill Bruce Builders, and a $3.99 million HVAC contract to Trane U.S. Inc. The board will also consider a $50,000 fund transfer from the Management Fund to the PPEL Fund for a mercury spill deductible at Williams Middle School. 1.01 Call to Order and Motion for Closed Session
The board of the Davenport Community School District in the Counties of Scott and Muscatine, State of Iowa, met on Monday, December 2, 2024, for a special call meeting in the Jim Hester Board Room, Achievement Service Center, 1702 N. Main Street, Davenport. President Kline-Jerome called the meeting to order at 5:46 pm. The following board members were in attendance: Linda Hayes, Kent Paustian, Karen Kline-Jerome, Dan Gosa, Kent Barnds, and Allison Beck; Bruce Potts attended virtually.
MOTION: Hayes moved Paustian seconded the board move into closed session as provided in Iowa Code Section 21.5(1)(e) of the open meetings law to conduct a hearing to determine whether to suspend or expel a student, unless an open session is requested by the parent or the guardian of the student if the student is a minor.

Schneckloth welcomed City of Davenport staff Doug Maxeiner and Hanna Whitehurst to discuss a possible memorandum of understanding between the agencies to house junior theater in an unused portion of the Davenport Learning Center. It could be housed there permanently or this could be a bridge. Attorneys for both organizations have reviewed the agreement for a 5-year lease; significant upgrades will be financed by the City in lieu of lease payments. The lease requires the City present plans/modification to the district for approval. Operations will monitor the changes. The city council will discuss this topic on Wednesday and if approved, they would ask for access after the beginning of 2025.
