POLICY 1204: SCHOOL BOARD MEETINGS AND PROCEDURES PERTAINING TO DELEGATIONS
1204.19 - All persons who desire to address the board at a Regular Meeting or a matter identified within the stated purposes of a Special Meeting as a Delegation must register with the Superintendent no later than fifteen minutes prior to the scheduled commencement of any regular or special meeting. They may do so at the Superintendent's office during regular business hours. The Superintendent or the Superintendent's designee will also be available to accept registration at the place of the meeting, beginning thirty minutes before the meeting starts. The following information must be provided to the Superintendent by persons who desire to address the board: name, address or phone number, a concise statement of the subject to be addressed, a list of Harrison County Personnel who have been involved in the matter, and a statement indicating the desired action of the board. This information must be provided on the Harrison County Board of Education Delegation Request Form.
1204.20 - All persons desiring to address the board should be as brief as possible and limit their remarks to their written statement of the subject to be addressed A speaker must limit his or her comments to five minutes unless the board, in order to complete its scheduled business in a reasonable time, adopts an alternate procedure at or for a particular meeting. Written materials may be presented in addition to or in lieu of an oral presentation; speakers must provide ten (10) copies of any written materials presented in this manner.
1204.21 - All statements from the floor shall be directed to the President. No person may engage in audible discussion with members of the audience. In appropriate situations, the board may choose to convene in executive session in conformity with the Open Governmental Meetings Act to hear comments from persons who wish to address the board; in those instances, the comments shall be made, if at all, in executive session.
1204.22 - If a matter not on the agenda is brought before the board at a meeting, the board shall neither decide nor deliberate toward a decision on the matter at that meeting. Board members may request additional study of the matter and it may be placed on a future agenda for board consideration.
Speakers before the Harrison County Board of Education are asked to express themselves in a civil manner at all time, with due respect for the dignity and privacy of others who may be affected by the content of your comments. This is a public notice that all meetings of this school board are audio taped and most regular meetings are videotaped to be televised later on Time-Warner Public Access Channel 18.
While it is not the intent of the Harrison County Board of Education to ever stifle public input into our deliberations, all speakers should be aware that if your public comments made here today violate the rights of any other person, especially under the laws of defamation or invasion or privacy, you may be held legally and individually responsible. Our salary scale has historically paid COTAs at a different base salary then what is defined in state code for their obtained degree level. All other professionals have been paid at the salary level based on their degree for their work assignment. This correction is to have the COTAs paid according to their degree obtained, years of service plus the salary supplement as other professsionals within the county.

The Harrison County Board of Education approved several consent items, including financial transfers and insurance contracts, and moved to new business items. In new business, the board approved a $196,799 contract with Veritas Contracting LLC for Bridgeport Middle School renovations and a $21,718.58 change order for Liberty High School renovations. POLICY 1204: SCHOOL BOARD MEETINGS AND PROCEDURES PERTAINING TO DELEGATIONS
1204.19 - All persons who desire to address the board at a Regular Meeting or a matter identified within the stated purposes of a Special Meeting as a Delegation must register with the Superintendent no later than fifteen minutes prior to the scheduled commencement of any regular or special meeting. They may do so at the Superintendent's office during regular business hours. The Superintendent or the Superintendent's designee will also be available to accept registration at the place of the meeting, beginning thirty minutes before the meeting starts. The following information must be provided to the Superintendent by persons who desire to address the board: name, address or phone number, a concise statement of the subject to be addressed, a list of Harrison County Personnel who have been involved in the matter, and a statement indicating the desired action of the board. This information must be provided on the Harrison County Board of Education Delegation Request Form.
1204.20 - All persons desiring to address the board should be as brief as possible and limit their remarks to their written statement of the subject to be addressed A speaker must limit his or her comments to five minutes unless the board, in order to complete its scheduled business in a reasonable time, adopts an alternate procedure at or for a particular meeting. Written materials may be presented in addition to or in lieu of an oral presentation; speakers must provide ten (10) copies of any written materials presented in this manner.
1204.21 - All statements from the floor shall be directed to the President. No person may engage in audible discussion with members of the audience. In appropriate situations, the board may choose to convene in executive session in conformity with the Open Governmental Meetings Act to hear comments from persons who wish to address the board; in those instances, the comments shall be made, if at all, in executive session.
1204.22 - If a matter not on the agenda is brought before the board at a meeting, the board shall neither decide nor deliberate toward a decision on the matter at that meeting. Board members may request additional study of the matter and it may be placed on a future agenda for board consideration.
Speakers before the Harrison County Board of Education are asked to express themselves in a civil manner at all time, with due respect for the dignity and privacy of others who may be affected by the content of your comments. This is a public notice that all meetings of this school board are audio taped and most regular meetings are videotaped to be televised later on Time-Warner Public Access Channel 18.
While it is not the intent of the Harrison County Board of Education to ever stifle public input into our deliberations, all speakers should be aware that if your public comments made here today violate the rights of any other person, especially under the laws of defamation or invasion or privacy, you may be held legally and individually responsible. If you are unsure of the factual nature of any claim, comment or allegation you are about to make, the Harrison County Board of Education strongly encourages you to consult first with your legal counsel.

POLICY 1204: SCHOOL BOARD MEETINGS AND PROCEDURES PERTAINING TO DELEGATIONS
1204.19 - All persons who desire to address the board at a Regular Meeting or a matter identified within the stated purposes of a Special Meeting as a Delegation must register with the Superintendent no later than fifteen minutes prior to the scheduled commencement of any regular or special meeting. They may do so at the Superintendent's office during regular business hours. The Superintendent or the Superintendent's designee will also be available to accept registration at the place of the meeting, beginning thirty minutes before the meeting starts. The following information must be provided to the Superintendent by persons who desire to address the board: name, address or phone number, a concise statement of the subject to be addressed, a list of Harrison County Personnel who have been involved in the matter, and a statement indicating the desired action of the board. This information must be provided on the Harrison County Board of Education Delegation Request Form.
1204.20 - All persons desiring to address the board should be as brief as possible and limit their remarks to their written statement of the subject to be addressed A speaker must limit his or her comments to five minutes unless the board, in order to complete its scheduled business in a reasonable time, adopts an alternate procedure at or for a particular meeting. Written materials may be presented in addition to or in lieu of an oral presentation; speakers must provide ten (10) copies of any written materials presented in this manner.
1204.21 - All statements from the floor shall be directed to the President. No person may engage in audible discussion with members of the audience. In appropriate situations, the board may choose to convene in executive session in conformity with the Open Governmental Meetings Act to hear comments from persons who wish to address the board; in those instances, the comments shall be made, if at all, in executive session.
1204.22 - If a matter not on the agenda is brought before the board at a meeting, the board shall neither decide nor deliberate toward a decision on the matter at that meeting. Board members may request additional study of the matter and it may be placed on a future agenda for board consideration.

Invest Write Stock Market Game National and State Champion Teacher - Scott Davis
Carly and Alexandria played the Stock Market Game sponsored by the SIFMA Foundation this fall and were incredibly successful in building a simulated portfolio that made them competitive against their peers in the State of WV. At the conclusion of the game, Mr. Davis's students are asked to write an essay for the InvestWrite portion of the competition, and Alexandria and Carly's essays were excellent. After reviewing all of the class essays from Mr. Davis's 4 th and 5 th period classes, a number of students were selected to be nominated for the state and national competition. After submission was completed in the fall, Mr. Davis was informed that his class had won the state and national championships out of 1732 students around the United States who had also wrote these essays. Not only did Carly win the national and state championships, but the class was able to secure a top 5 position in the nation with Alexandria's essay.
This is the second consecutive state Invest Write championship for this class and first national champion/top 5 recognition.

This year’s UTC winners represented Allied Health, Auto Technology, Collision Repair Technology, Computer System Repair Technology, Cosmetology, Drafting, Electrical Technician, Machine Tool Technology, Masonry, Power Sports, Robotics-Drone Technology, and Welding.
The school was awarded fourteen gold medals, fifteen silver medals, and four bronze medals. SkillsUSA is a national Career Technical Student Organization connecting students, teachers, and industry to ensure America has a skilled workforce.

1204.19 - All persons who desire to address the board at a Regular Meeting or a matter identified within the stated purposes of a Special Meeting as a Delegation must register with the Superintendent no later than fifteen minutes prior to the scheduled commencement of any regular or special meeting. They may do so at the Superintendent's office during regular business hours. The Superintendent or the Superintendent's designee will also be available to accept registration at the place of the meeting, beginning thirty minutes before the meeting starts. The following information must be provided to the Superintendent by persons who desire to address the board: name, address or phone number, a concise statement of the subject to be addressed, a list of Harrison County Personnel who have been involved in the matter, and a statement indicating the desired action of the board. This information must be provided on the Harrison County Board of Education Delegation Request Form.
1204.20 - All persons desiring to address the board should be as brief as possible and limit their remarks to their written statement of the subject to be addressed A speaker must limit his or her comments to five minutes unless the board, in order to complete its scheduled business in a reasonable time, adopts an alternate procedure at or for a particular meeting. Written materials may be presented in addition to or in lieu of an oral presentation; speakers must provide ten (10) copies of any written materials presented in this manner.
1204.21 - All statements from the floor shall be directed to the President. No person may engage in audible discussion with members of the audience. In appropriate situations, the board may choose to convene in executive session in conformity with the Open Governmental Meetings Act to hear comments from persons who wish to address the board; in those instances, the comments shall be made, if at all, in executive session.

No Place for Hate is a collaborative project run with the ADL (Anti-Defamation League). Fifth graders at Johnson Elementary have an opportunity to volunteer to become school leaders and work towards educating peers and younger students about bias, bullying, inclusion, allyship, and building community.
Fifth grade volunteers implement this program by reading books to students in grades Kindergarten through 2nd grade.
Students will present a small synopsis of the program as well as a review of the books presented to the younger students. Fifth graders will also share their experience with the program and their impact on our school.

On Saturday, March 21st, students from Harrison County Schools participated in the Regional Math Field Day competition, one of the largest and most competitive math events in the state. We are proud to recognize the outstanding achievements of our students who placed in their grade-level competitions.
For students in grades 4th-9th, those who place in the top 3 advance to represent Region 7 and Harrison County Schools at the State Math Field Day on April 18th at West Virginia Wesleyan College in Buckhannon.
For high school students in grades 10th-12th, any student placing in the top ten also qualifies for the state event.
We are especially pleased to share that Harrison County High School students earned five of the top ten positions on the regional high school team—an exceptional accomplishment that speaks to their hard work and dedication.
We congratulate all of our students for their outstanding performance and wish the state qualifiers the very best as they move on to represent Harrison County at the state competition. Their commitment to academic excellence is truly commendable, and we are proud to celebrate their success.

200 Free Relay: STATE CHAMPS! The squad of Anthony D’Anselmi, Owen Dodd, Sam Griffith, and Armondo Montero swim away with the title.
100 Back: Owen Dodd and Anthony D’Anselmi bring home a 4th and 5th place.
400 Free Relay: STATE CHAMPS! Owen, Branner, Sam, and Armondo dominate the final race and put the cherry on top of the TEAM STATE TITLE!
Armondo Montero ends his career as a THREE TIME STATE CHAMP and was named to the All Tournament Team.
On the Girls side, our team of 4 finished with 37 points and a FIFTH place team finish.
200 Free Relay: Another best time for Charlee Scheuvront, Morgan Hawkins, Bethany Howe, and Liza Saas… they finish 5th.
100 Breast: Liza does it again! She’s a STATE CHAMP and lowered her school record.
400 Free Relay: Girls drop another 2 seconds and finish on the podium in 4th.
Liza ends the season with two state titles and was named to the All Tournament Team.

POLICY 1204: SCHOOL BOARD MEETINGS AND PROCEDURES PERTAINING TO DELEGATIONS
1204.19 - All persons who desire to address the board at a Regular Meeting or a matter identified within the stated purposes of a Special Meeting as a Delegation must register with the Superintendent no later than fifteen minutes prior to the scheduled commencement of any regular or special meeting. They may do so at the Superintendent's office during regular business hours. The Superintendent or the Superintendent's designee will also be available to accept registration at the place of the meeting, beginning thirty minutes before the meeting starts. The following information must be provided to the Superintendent by persons who desire to address the board: name, address or phone number, a concise statement of the subject to be addressed, a list of Harrison County Personnel who have been involved in the matter, and a statement indicating the desired action of the board. This information must be provided on the Harrison County Board of Education Delegation Request Form.
1204.20 - All persons desiring to address the board should be as brief as possible and limit their remarks to their written statement of the subject to be addressed A speaker must limit his or her comments to five minutes unless the board, in order to complete its scheduled business in a reasonable time, adopts an alternate procedure at or for a particular meeting. Written materials may be presented in addition to or in lieu of an oral presentation; speakers must provide ten (10) copies of any written materials presented in this manner.
1204.21 - All statements from the floor shall be directed to the President. No person may engage in audible discussion with members of the audience. In appropriate situations, the board may choose to convene in executive session in conformity with the Open Governmental Meetings Act to hear comments from persons who wish to address the board; in those instances, the comments shall be made, if at all, in executive session.
1204.22 - If a matter not on the agenda is brought before the board at a meeting, the board shall neither decide nor deliberate toward a decision on the matter at that meeting. Board members may request additional study of the matter and it may be placed on a future agenda for board consideration.
Speakers before the Harrison County Board of Education are asked to express themselves in a civil manner at all time, with due respect for the dignity and privacy of others who may be affected by the content of your comments. This is a public notice that all meetings of this school board are audio taped and most regular meetings are videotaped to be televised later on Time-Warner Public Access Channel 18.
While it is not the intent of the Harrison County Board of Education to ever stifle public input into our deliberations, all speakers should be aware that if your public comments made here today violate the rights of any other person, especially under the laws of defamation or invasion or privacy, you may be held legally and individually responsible. Proposed Levy Rates for the Fiscal Year 2026-2027 are being presented for approval and authorization by the Board in order to submit them to the State Board of Education and the State Auditor's Office in accordance with the Provisions of WV Code §11-8-12. This portion of the meeting will stand adjourned until 3rd Tuesday in April.
In accordance with the Provisions of WV Code § 11-8-12, Proposed Levy Rates for the Fiscal Year 2026-2027 are being
presented for approval and authorization by the Board in order to submit them to the State Board of Education and the
State Auditor's Office for their approvals. Levy rates for Fiscal Year 2026-2027 are as follows:
Regular Levy - As determined by the Legislature per WV Code § 11-8-6f .
Special Levy - levy call that was passed in November 2024 begins on July 1, 2026 for the fiscal year ending June 30, 2027 as stated in the call. The new levy rate represents a 7.5% rate reduction as approved by the taxpayers of Harrison County.

1204.19 - All persons who desire to address the board at a Regular Meeting or a matter identified within the stated purposes of a Special Meeting as a Delegation must register with the Superintendent no later than fifteen minutes prior to the scheduled commencement of any regular or special meeting. They may do so at the Superintendent's office during regular business hours. The Superintendent or the Superintendent's designee will also be available to accept registration at the place of the meeting, beginning thirty minutes before the meeting starts. The following information must be provided to the Superintendent by persons who desire to address the board: name, address or phone number, a concise statement of the subject to be addressed, a list of Harrison County Personnel who have been involved in the matter, and a statement indicating the desired action of the board. This information must be provided on the Harrison County Board of Education Delegation Request Form.
1204.20 - All persons desiring to address the board should be as brief as possible and limit their remarks to their written statement of the subject to be addressed A speaker must limit his or her comments to five minutes unless the board, in order to complete its scheduled business in a reasonable time, adopts an alternate procedure at or for a particular meeting. Written materials may be presented in addition to or in lieu of an oral presentation; speakers must provide ten (10) copies of any written materials presented in this manner.

The South Harrison High School girls swim team earned a big win, and it means a lot for a program that has only been around for two years. This group of athletes has worked hard to build something from the ground up, and that effort showed throughout the entire meet. The win came from a complete team performance, with swimmers stepping up in individual races and relays, many posting personal best times and some competing in new events to help the team score. More than anything, the girls supported one another, stayed focused, and competed with confidence and pride. This victory reflects how much the program has grown in a short time and the commitment these student-athletes have shown as they continue to establish South Harrison swimming.

First team in SH history to qualify for volleyball states back-to-back, only the third team in school history to do so.
South Harrison achieved the honor of going to the state tournament for the first time in 25 years for the 2024 volleyball season.
SH won the sectional championship for the first time since 2015 in 2024, along with the regional championship that year.
This year, we won the regional championship, which sent us to the states for the second year in a row.
We had the winningest season with a regular-season record of 26-9. Post-season record became 26-10.

POLICY 1204: SCHOOL BOARD MEETINGS AND PROCEDURES PERTAINING TO DELEGATIONS
1204.19 - All persons who desire to address the board at a Regular Meeting or a matter identified within the stated purposes of a Special Meeting as a Delegation must register with the Superintendent no later than fifteen minutes prior to the scheduled commencement of any regular or special meeting. They may do so at the Superintendent's office during regular business hours. The Superintendent or the Superintendent's designee will also be available to accept registration at the place of the meeting, beginning thirty minutes before the meeting starts. The following information must be provided to the Superintendent by persons who desire to address the board: name, address or phone number, a concise statement of the subject to be addressed, a list of Harrison County Personnel who have been involved in the matter, and a statement indicating the desired action of the board. This information must be provided on the Harrison County Board of Education Delegation Request Form.
1204.20 - All persons desiring to address the board should be as brief as possible and limit their remarks to their written statement of the subject to be addressed A speaker must limit his or her comments to five minutes unless the board, in order to complete its scheduled business in a reasonable time, adopts an alternate procedure at or for a particular meeting. Written materials may be presented in addition to or in lieu of an oral presentation; speakers must provide ten (10) copies of any written materials presented in this manner.
1204.21 - All statements from the floor shall be directed to the President. No person may engage in audible discussion with members of the audience. In appropriate situations, the board may choose to convene in executive session in conformity with the Open Governmental Meetings Act to hear comments from persons who wish to address the board; in those instances, the comments shall be made, if at all, in executive session.
1204.22 - If a matter not on the agenda is brought before the board at a meeting, the board shall neither decide nor deliberate toward a decision on the matter at that meeting. Board members may request additional study of the matter and it may be placed on a future agenda for board consideration.

POLICY 1204: SCHOOL BOARD MEETINGS AND PROCEDURES PERTAINING TO DELEGATIONS
1204.19 - All persons who desire to address the board at a Regular Meeting or a matter identified within the stated purposes of a Special Meeting as a Delegation must register with the Superintendent no later than fifteen minutes prior to the scheduled commencement of any regular or special meeting. They may do so at the Superintendent's office during regular business hours. The Superintendent or the Superintendent's designee will also be available to accept registration at the place of the meeting, beginning thirty minutes before the meeting starts. The following information must be provided to the Superintendent by persons who desire to address the board: name, address or phone number, a concise statement of the subject to be addressed, a list of Harrison County Personnel who have been involved in the matter, and a statement indicating the desired action of the board. This information must be provided on the Harrison County Board of Education Delegation Request Form.
1204.20 - All persons desiring to address the board should be as brief as possible and limit their remarks to their written statement of the subject to be addressed A speaker must limit his or her comments to five minutes unless the board, in order to complete its scheduled business in a reasonable time, adopts an alternate procedure at or for a particular meeting. Written materials may be presented in addition to or in lieu of an oral presentation; speakers must provide ten (10) copies of any written materials presented in this manner.

At this event, they hope to earn a spot at the State Math Field Day competition in April!

POLICY 1204: SCHOOL BOARD MEETINGS AND PROCEDURES PERTAINING TO DELEGATIONS
1204.19 - All persons who desire to address the board at a Regular Meeting or a matter identified within the stated purposes of a Special Meeting as a Delegation must register with the Superintendent no later than fifteen minutes prior to the scheduled commencement of any regular or special meeting. They may do so at the Superintendent's office during regular business hours. The Superintendent or the Superintendent's designee will also be available to accept registration at the place of the meeting, beginning thirty minutes before the meeting starts. The following information must be provided to the Superintendent by persons who desire to address the board: name, address or phone number, a concise statement of the subject to be addressed, a list of Harrison County Personnel who have been involved in the matter, and a statement indicating the desired action of the board. This information must be provided on the Harrison County Board of Education Delegation Request Form.
1204.20 - All persons desiring to address the board should be as brief as possible and limit their remarks to their written statement of the subject to be addressed A speaker must limit his or her comments to five minutes unless the board, in order to complete its scheduled business in a reasonable time, adopts an alternate procedure at or for a particular meeting. Written materials may be presented in addition to or in lieu of an oral presentation; speakers must provide ten (10) copies of any written materials presented in this manner.
1204.21 - All statements from the floor shall be directed to the President. No person may engage in audible discussion with members of the audience. In appropriate situations, the board may choose to convene in executive session in conformity with the Open Governmental Meetings Act to hear comments from persons who wish to address the board; in those instances, the comments shall be made, if at all, in executive session.
1204.22 - If a matter not on the agenda is brought before the board at a meeting, the board shall neither decide nor deliberate toward a decision on the matter at that meeting. Board members may request additional study of the matter and it may be placed on a future agenda for board consideration.
Speakers before the Harrison County Board of Education are asked to express themselves in a civil manner at all time, with due respect for the dignity and privacy of others who may be affected by the content of your comments. This is a public notice that all meetings of this school board are audio taped and most regular meetings are videotaped to be televised later on Time-Warner Public Access Channel 18.
While it is not the intent of the Harrison County Board of Education to ever stifle public input into our deliberations, all speakers should be aware that if your public comments made here today violate the rights of any other person, especially under the laws of defamation or invasion or privacy, you may be held legally and individually responsible. If you are unsure of the factual nature of any claim, comment or allegation you are about to make, the Harrison County Board of Education strongly encourages you to consult first with your legal counsel.
