A.
Public Comment Policy: Restricted to items on the Consent Agenda, Regular

1. Joe Hubbard spoke regarding Consent Agenda Item 2.E.1 urging Commissioners
to reconsider the expanded camping ordinance, arguing that it would criminalize
homeless residents for possessing basic survival items and penalize those who
help them. Mr. Hubbard also questioned the lack of a clear plan, warned of
financial and constitutional consequences, and called for a humane, collaborative
solution instead of punitive measures.
2. Daniela Aki spoke regarding Consent Agenda Item 2.E.1 and emphasized that
jailing people under the proposed camping ordinance would be expensive and
ineffective, arguing that those funds could instead support real housing solutions.
