2027 Budget Timeline, Preliminary Levy Forecast, and Utility Rates – City Administrator
Johnson gave an overview of the budget timeline and reviewed the levy forecast through 2030.
City Administrator Johnson recapped the rehabilitation project planned for the wastewater
treatment plant and financing for the project. He asked Council to consider options for utility
rates going forward. He gave the options of keeping rates the same; adjusting rates to where they
need to be now and raising them in the future when the project takes place; or adjusting rates
now as if the project were authorized. Discussion was held on the wastewater treatment project
timeline, the date of last utility rate adjustment, and financing the rehabilitation project.

Trails and Sidewalk Implementation Plan – Asphalt vs. Concrete Replacement – Discussion
was held on the Coldwater Crossing and Hidden Creek asphalt trails and whether or not to
replace with concrete or asphalt. City Council asked about ADA compliance on sidewalks
through homeowner’s driveways and the City’s current requirements on sidewalks in new
developments. Staff stated concrete is more expensive up front but aesthetically pleasing and
lasts longer. The Council directed to prioritize the areas of repair and check to see if the repairs
could potentially be paired with street projects. Discussion was held on available finances, grant
options, and communicating with homeowners.

Highway 25 Trail Rehabilitation Project Proposal – City Administrator Johnson and City
Engineer Schrupp provided information on the condition of the Highway 25 trail. The segment in
question begins at Casey’s and runs approximately 450 feet north. There are several transverse
cracks heaving up the asphalt creating trip hazards. The cause seems to be rank growth
vegetation roots on the storm pond immediately to the east. Staff are recommending quotes be
obtained for the work with the funding coming from the surplus General Fund balance as
discussed during the audit discussion earlier. The consensus was to have staff return with quotes
for work.
