The Mayor called the meeting to order at 5:30 PM. Roll call was conducted as follows:
Present: Mayor Warman, Councilor Maiorano, Councilor Trachsel, Councilor DeAnda
A quorum was established.
2. Housing Code Audit
The Mayor introduced the first agenda item and turned the floor over to the City's contract
planner, Kevin, who was participating remotely via Zoom. Kevin opened by welcoming the
Council and framing the housing code audit as the first substantive step in a multi-step process to
update the City's housing code — a project that had been on his to-do list since he began serving
as contract planner for Siletz.
Kevin explained that approximately six months prior, the City received a grant from the
Department of Land Conservation and Development (DLCD) to fund this work. A project
management plan and project timeline had already been submitted to DLCD. He described the
housing code audit as essentially an inventory — a matrix or table — of all recent state laws
passed by the Oregon Legislature that may or may not apply to Siletz, depending on population
thresholds and council interest. He noted that the Legislature has been very active in addressing
the statewide housing crisis, making it easy for jurisdictions to lose track of the various laws in

A RESOLUTION OF THE CITY OF SILETZ APPROVING A PROFESSIONAL SERVICES
AGREEMENT FOR AUDIT SERVICES FOR THE YEARS ENDING IN JUNE 30, 2026,
THROUGH JUNE 30, 2028.
WHEREAS, the City of Siletz solicited a request for proposals from prospective CPA Municipal
Auditing firms to examine, audit and express opinions on the City’s financial statements for fiscal
years ending in June 30, 2026, through June 30, 2028; and
WHEREAS, the solicitation period has ended and there was only one response; and
WHEREAS, it is the obligation of the city to remain current with its financial responsibilities; and
WHEREAS, the procurement policies of the city requires the council to follow purchasing
thresholds and delegates the authority to the city council to award this intermediate procurement.
NOW THEREFORE BE IT RESOLVED that this council, approves and awards the professional
services contract for the years ending June 30, 2026 -2028 to Aldrich CPA’s + Advisors LLP and
authorizes the City Recorder to sign the professional services agreement on behalf of the City of
Siletz.
