Housing Code Audit The Mayor introduced the first agenda item and turned the floor over to the City's contract planner, Kevin, who was participating remotely via Zoom. Kevin opened by welcoming the Council and framing the housing code audit as the first substantive step in a multi-step process to update the City's housing code — a project that had been on his to-do list since he began serving as contract planner for Siletz. Kevin explained that approximately six months prior, the City received a grant from the Department of Land Conservation and Development (DLCD) to fund this work. A project management plan and project timeline had already been submitted to DLCD. He described the housing code audit as essentially an inventory — a matrix or table — of all recent state laws passed by the Oregon Legislature that may or may not apply to Siletz, depending on population thresholds and council interest. He noted that the Legislature has been very active in addressing the statewide housing crisis, making it easy for jurisdictions to lose track of the various laws in play. The audit was designed to get the Council oriented at the ground floor of the …

Chestler 1. Call Meeting to Order and Establish a Quorum The meeting was called to order and a quorum was established. 2. 2025-26 Rate Review Report and 2026 CPI Adjustment Dahl and Dahl Disposal Service A representative of Dahl and Dahl Disposal Service presented the annual rate review report and proposed CPI adjustment. The representative noted that the annual financial report had been submitted on April 1st and that projections placed the company within the acceptable operating ratio range of 85-91%, with a target of 88% and a projected ratio of 89%. Because the company did not receive a rate adjustment the prior year, the franchise agreement's language provides for a two-year CPI change applied at 85%, resulting in a proposed rate increase of 4.57%. For the most popular service level—a 35-gallon cart with weekly curbside collection— this translates to an increase of $1.85 per month. The presenter reviewed key operational and cost factors influencing the company's financial outlook. Approximately 15,500 tons of waste were directed to Coffin Butte Landfill last year following the pause of the Juneau pilot project. The future of Coffin Butte is uncertain, and the presenter noted that any alternative disposal arrangement—whether long-haul trucking to Eastern Oregon or an intermoda …

Council rules transitional living center similar to nursing home, approves interim use

The Siletz City Council held a work session and open session. They determined that a transitional living center is a similar use to a nursing home or retirement home under the city code, allowing future applicants to seek a conditional use permit directly. The council also discussed an EV charging grant program, reviewed positive income survey results that make the city eligible for CDBG funds for a wastewater plant, and directed staff to draft a code enforcement ordinance.

He explained that the city's code does list "retirement home" and "nursing home" as permitted conditional uses, and the question before the council was whether a transitional living center constitutes a similar use to those listed facilities. Kevin outlined two paths available to the council: (1) if the council determines itis a similar use, a future applicant could proceed directly to a conditional use permit (a Type 3 quasi-judicial hearing); or (2) if the council determines it is not a similar use, an applicant would first need to pursue a legis …

The 1946 incorporation was invalidated due to procedural issues with voters from outside city limits participating. Recorder B. Chestler explained the legal process for charter amendments, clarifying that the city could proceed through a referral process rather than requiring citizen initiative petitions. Municipal code section 1.08.080 allows the city council to propose charter amendments by resolution without requiring signatures. The city attorney confirmed this approach, noting it was the same process used in 1985. Recorder B. Chestter planned to verify the process with County Clerk Amy Southwell.
