The meeting was called to order by Mayor Blumenstock at 7:00 PM. Mayor Blumenstock offered her
condolences to the family of Union County Clerk Joanne Rajoppi who passed away on July 16, 2026.
The Mayor then called for a moment of silence followed by the pledge of allegiance.

Garwood 2026 Circulation Plan Element
PUBLIC NOTICE is hereby given pursuant to N.J.S.A. 40:55D-13 of the Municipal Land Use Law (the
MLUL), the Borough of Garwood Planning Board will conduct a public hearing at 7:30 p.m. on March 25,
2026, to hear public comment on the adoption of the Garwood 2026 Circulation Element of the Master
Plan. The meeting will be held at the Municipal Building, 403 South Avenue, Garwood.
The Planning Board will provide any person wishing to comment on the Garwood Circulation Element the
opportunity to do so at the hearing or by submitting comments in writing to the Office of the Planning
Board at least two days prior to the meeting date. Comments may be mailed to the Board Office or by e-
mailing the Board Secretary at
[email protected] After public comment, the Planning Board shall
consider adoption of the Borough’s Circulation Element.
A copy of the Garwood 2026 Circulation Element is on file for public inspection during normal business
hours of 9 a.m-4:30 p.m. at the Borough Clerk’s Office in the Municipal Building, 403 South Avenue,

RESOLUTION NO. 26-01
RESOLUTION AWARDING PROFESSIONAL SERVICES FOR MUNICIPAL
ATTORNEY
WHEREAS, the Council of the Borough of Garwood are required to contract for Professional
Municipal Attorney Services to provide Legal Counsel and other legal services to the Borough; and
WHEREAS, the Borough Clerk of the Borough of Garwood posted in accordance with law
and received proposals on December 4, 2025, under a fair and open process in accordance with P.L.
2004, c.19, as amended by P.L. 2005, c.51; and
WHEREAS, the said Governing Body has determined that such services are professional
services as defined in the Local Public Contracts Law of the State of New Jersey; and
WHEREAS, the Local Public Contracts Law requires that a notice stating the nature,
duration, services and amount of each contract awarded as a professional services contract be printed
once in the official newspaper of the municipality;
NOW, THEREFORE, BE IT RESOLVED by the Council of the Borough of Garwood:
That the Mayor and Borough Clerk be and are hereby authorized and directed to execute an agreement
with Adam S. Abramson-Schneider, Esq., of Cleary, Giacobbe, Alfieri, Jacobs, LLC, 169 Ramapo
Valley Road, Oakland, NJ 07436 for the provision of professional municipal attorney services for the
