AGENDA ITEM REPORT
Subject: True County Appraisal
Meeting: Board of Commissioners Work Session - 14 Jul 2026
Department: Assessor
Staff Contact: Maria Shepherd, County Assessor
BACKGROUND INFORMATION:
Hubbard County is one of the only counties in the state that does not have countywide assessing.
That is, townships and cities each have contracts directly with local independent assessors to value
the properties within their jurisdiction. We are aware that one or more of these independent
contractors will not be renewing their licenses beginning in 2028 and it may be difficult for these
townships to find qualified replacements. Under the current system, the local authority is responsible
for contracting with someone to do the work, However, the county is ultimately responsible for
making sure that all county parcels are reviewed every five years and valued annually.

Mass Appraisal: The process of valuing a universe of properties as of a given date using standard
methodology, employing common data, and allowing for statistical testing.
Sales are the foundation for mass appraisal when utilizing a sales comparison approach. Assessors rely
heavily on sales of properties when estimating values of all other similar properties in the same area.
Sales information, which is primarily required to be reported on a Certificate of Real Estate Value (eCRV), goes
through a verification and review process. The assessors verify all submitted eCRVs to determine if they will
be included in the sales ratio studies and analysis to estimate values. Certain sales are automatically
removed from consideration, while others require more scrutiny and review by the assessor
