The Board met in session at the Linn County Jean Oxley Public Service Center. Present: Chairperson
Running-Marquardt, Vice Chairperson Scheetz and Supervisor Meisheid (via phone). Board members
voting “AYE” unless otherwise noted.
Chairperson Running-Marquardt called the meeting to order and led the Pledge of Allegiance.
Public Comment: Jon Lee, 2510 Sisley Grove Rd. SW, Cedar Rapids, spoke on the Host Community
Agreement (HCA). He hopes that HCA money is not figured into the decision regarding rezoning. The
agreement does not answer who is responsible for the health of the people that live in the community and
what the repercussions are. Lee stated he has come to almost every meeting for the last 6 months and
has seen people stand up in opposition at almost all of those meetings. He hopes the Board will listen to
the community and not billion-dollar companies. He asked the Board to vote no on October 20th for the
rezoning.
Richard Hanson, 1229 Memorial Dr. SE, Cedar Rapids, also spoke on the HCA. The name implies the
community and that they should be addressed in totality, whereas the agreement is strictly focused on
Linn County. It needs to include Benton County, so the leaders lead with collaboration and open
communication and not insular decision making. If there is a broader impact across counties, the people

Vice Chairperson Scheetz called the meeting to order.
The Board heard updates from the following Department Heads:
Brad Ketels, Co. Engineer – recent ribbon cutting ceremony for new headquarters was a success; open
house for Snow Plow Naming Contest being held on October 22nd; all-department meeting on October
30th; discussed progress of KPIs; submitting a fall budget amendment; headquarters punch list items are
lessening; no personnel vacancies; working on three road-use agreements for upcoming large projects
including Coggon solar, Morgan Valley Energy Center, and the Google data center; updates on various
projects including multiple bridges.
Supervisor Running-Marquardt inquired if Ketels is working with Planning & Development Director Charlie
Nichols on the road-use agreements and Ketels confirmed. He then elaborated on a 28E with Benton
County over roads that are shared between the two counties in regards to these agreements.

Chairperson Running-Marquardt called the meeting to order.
Public Comment: Jon Lee, 2510 Sisley Grove Rd. SW, Cedar Rapids, stated that his property line is
about a half a mile from the proposed Morgan Valley site. He spoke about the Host Community
Agreement (HCA) and Alliant’s payments. He disputed several items that are clear in the ordinance
adding that money is not a reason to approve the rezoning. Lee requested that the analysis that the initial
payment amount is based on be shared with the public before a vote and asked what the county receives
for the plant if it runs longer than 30 years. He also asked what would happen to the agreement if the
plant was converted to a combined cycle with increased operating hours. This money pays for the
counties services and is not compensation for the emissions or environmental impacts. Lee asked who is
responsible for the health of the people who live closest to the plant.

Vice Chairperson Scheetz called the meeting to order.
The Board heard updates from the following Elected Officials:
Brian Gardner, Sheriff – Jail body scanner update; resuming charging Jail room and board to those that
are able to pay based upon their court orders; working on becoming an accredited law enforcement
agency in the State of Iowa; recent Deputy Sheriff physical testing produced enough eligible candidates
that Civil Service interviews will commence.
Supervisor Scheetz inquired about the Jail capacity concern from Gardner’s last update.
Gardner advised it has stayed steady either at or near capacity. A conversation needs to occur between
the Sheriff’s Office, County Attorney’s Office, and Chief Judge to see if there is any wiggle room with the
legislation.
Supervisor Running-Marquardt shared that other counties have recently stated that their Jails are at
capacity due to legislation as well. She also noted her appreciation for Gardner and his deputies working
overtime during the recent series of meetings along with the upcoming meetings. While the Board is

Public Comment: Jon Lee, 2510 Sisley Grove Rd. SW, Cedar Rapids, is asking again that each of them
takes the decision seriously as the decisions affects homeowners and families. He again emphasized
regarding the Data Center Advisory Committee that people who live next to the data centers should be
most of the people on the committee. Lee asked last week that no more than 1/3 of the people be those
who would profit from the data centers. He also feels that people should not have to come at the
beginning and stay until the end to hear what happens. Lee also gave an example of how he thinks the
meetings should be run. The comprehensive plan has goals so will economic development be a goal or
how many data centers they do and don’t want? He hopes that the health and well-being of the people
who live there carries the most weight in their decisions.
Jo Ann Beer, Fairfax Mayor, stated that the Fairfax City Council will be discussing joining the same fringe
