My name is Jim Hinkle with Hinkle and Company CPAs and we did perform the annual audit of the financial statements as of December 31, 2025. We start off our audit by gaining an understanding of the city's internal accounting controls. We look at the cash receipts, the cash dispersements, and the payroll cycles independently of each other. Um, we are looking for primarily what we call control features of the internal controls and those are things such as approval of invoices prior to payment, approval of account coding, prior to posting, things of not so much as a process but the approval of those processes. Uh, we're also looking at what we call segregation of duties. An accounting transaction typically takes three steps. the initiation, the approval and the recording of those transactions. So when we look at water supply and demand um from supply, our our focus is generally on mountain precipitation in terms of snowpack and temperature. You know, what the the melting runoff looks like. Um that really helps us understand what our CBT quote is going to look like and what we can expect from our ditch systems like Click. On the demand side, um we look more locally at at our local precipitation and temperature data and what really drives the water use, water demand is outdoor irrigation. So when we see drier, warmer weather, we tend to see more water use.
