Town Administrator/Treasurer Report
This report highlights several recent operational, facility, and event-management issues
that require direction and policy guidance from Town Council as a body.
Town Council Work Session – July 13, 2026
1. External contacts on Town projects – July 4 hydration station
For the July 4 event, a resident volunteer directly contacted UVA and Albemarle County
about providing a hydration station, without any prior knowledge or approval from the
Scottsville Volunteer Fire Department, Police Department, Mayor, Town Administrator, or
Town Council.
The first time Town administration became aware of the arrangement was late in the
week, after the outreach had already occurred, with only two Town employees available
on Wednesday, Thursday, and Friday and the office closed on Friday.
After learning of the offer, administration agreed to accept the hydration station and
tested the faucet at the Farmers Market, only to discover that it did not function properly.
The Police Chief then offered to bring a hose from home so that the station could be
connected. Town maintenance staff ultimately set up the hydration station next to
Dorrier Park.
Before this, the head of Albemarle County emergency management came to Town Hall
and asked who the requesting resident was and how he was involved with the Town,
and sought confirmation that the Town actually wanted to use the equipment. This
highlighted the confusion created when a private in …
