Go ahead. Sorry, I wasn't listening. I wasn't listening. Mayor Graham was always listening. Everybody turn their phone. Okay, we'll go ahead and call this morning's special call meeting to order. I'd like to reflect, Council Member Gernt is not with us. We do have quorum, though. We'll now move into public comment. Is there anyone here that wishes to address the council at this time in public comment? Yeah. I don't know if you spoke last time or not. Yes. We'll come over here and speak so that you can be recorded. Great. And then if you don't mind, go on a forum like I did last time. Forward, sir. Thank you. So thank you for letting me address again. And so James Madison drafted the Bill of Rights. The Fourth Amendment to the United States Constitution provides the right for the people to be secure in their persons, houses, papers, and effects against unreasonable search and seizure. Shall not be violated. And no warrant shall be issued but upon probable cause supported by oath or affirmation. And particularly describing the places to be searched, the persons or things to be seized. Now, I understand that I was fully downplayed in the last meeting by the city attorney. I didn't get a chance to either specify or say anything afterwards to give comments. Right. But remember that he said the data was collected for 30 days. That is an issue. In direct violation of United States versus Jones. You still need a warrant. Right. His language was proven false the next day by the newspa …

. I'd like to call tonight's regularly scheduled council meeting to order. Let the record reflect all council members are present, except for James Mayberry, who's no longer with us. Before we start all our meetings, we'd like to begin with a prayer, followed by the presentation of colors and the pledge of allegiance. We do ask everyone in attendance that you would please stand and remain standing for both. At this time, I'm going to have a prayer done by Mr. Ralph Reagan with Greater Life Rescue Mission, and then again, we'll have the young Marines do the presentation of colors. Father, first of all, we thank you for your grace. You're a good God. You're just about to give us a voice. You said we're going to pray for the authority that's over. So, Father, we pray for each one of the members here in the city council. We ask you tonight to let the Holy Spirit give us guidance and the durations for everything. that comes through this place tonight. We all put together in that given moment to lead. Express in our hearts that everything we've done for us here in the city council. We pray this country for Jesus. Amen. King Marines, let's head in the hood. On the half step, forward, march. March. Mark time, march. Detail, hold. Right, miss. Post. Present arms. I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. Ready? Two. Left face. Forward. March. Before we ge …

Second, approval and review of invoices. Everybody get a chance. Look at them. Any questions? I have one that showed up in White House this morning that I've been waiting on for almost a year. Oh, wow. They billed it to the city of Crossville. And I said, hey, I need this to be billed to the sports authority. And it was given to me this morning. It's for $350. And it's for our permit for TDEC annual fee. So. They wait for TDEC. No TDEC. It's always TDEC. And then also. That's the cheapest one we'll get right here. Y'all's water bill in the amount of $53.32. That's for two months. You're subject to being cut off next week if it's not paid. I thought we should probably have got it out. Yeah. Do we know anybody that can help? I tried. They told me to get it paid. Okay. All right. So do we have a motion? Motion to approve to pay the ambulances. Second. All in favor? Aye. Discussion of finances, construction updates, and legal matters. I can give a construction update. Yeah, ask him where he's at. Ask him where he's at. Where'd he sit? Where'd he at? In Mexico. Hey guys. Where'd he at, Randy? I'm in Mexico. All right. Thanks, Randy. That was wonderful. What are you doing? All right. It's 5 o'clock. We'll go ahead and call tonight's special call. I'll let the record reflect. We do have a forum. Again, we are no longer blessed with James Mayberry's presence, but we do have four council members. And still miss the guy. But we'll go through this. So we're in public comment at this point, and it looks like we've got three people that have registered. Let me just list you all off first, and then we'll have you come up. We've got Randall Kidwell. I've got Jacob McGonigal. Did I say that right? Yes, sir. Okay. And then I also have John Murray. Yes. Okay. Is there anyone else that wishes to address council? We'll just have you pre-fill out if that's the case. Just you three? Nobody else? Okay. Well, then we won't have to suspend the rules. That's great. All right. Randall, you want to come on up? We just ask that you come up here so you can be heard. I'll try to be brief. I just, before I came up here, I just got news that the TL DA, the Tennessee Local Development Authority, which is mostly composed of constitutional officers of the state, comptroller, secretary of state, and I don't know if any of you have been, I know you've got , everybody's got the place, but I don't know if you've been following what's going on in Columbia, Tennessee. I just would ask that maybe we can do that as well for him and his honor. Okay, thank you. We're now in the public comment. There is nobody, unless Mike wants to talk. We have no public comment. We'll move now to the agenda items one, approval of minutes from 618. Motion approved. I have a motion. I have a second. Second. All those in favor say aye. Aye. Any opposed? Agenda item number two, White Court Division Preliminary Pl att. Second. Mouse and diet on there. City of Crossville is proposing a 2.88 acre subdivision in the White Court. An 8-inch waterline extension is proposed to the proposed property line. Motion approved. Second. Any discussion questions? Yeah. Awesome. Seems like we have. Parking there at one time. That's the easement. It's within that easement right there. Or a portion of it is right there. And that's enough for? To get to it. I think the rest of it is actually on the parcel to the right. But there is a way for people to park. Yes. Okay. Yes. Okay. Yes. What's the point of this? Is there just being asked? And what's the key to all of the basics? A potential buyer move. Oka …

My name is Mayberry. We'll now move into public comment. Is there anyone that wishes to address council at this time? Seeing none, we'll go right into other business. Agenda item 1A, discussion action regarding utility rate increase. I think this is you, Nathan, right? Yeah. As we discussed in the last meeting, we're going to raise the inside city rate and the utility of other utilities up by 25%. So we did that, and the sewer had a 3% increase just to keep up with inflation on it. We raised the inside the sewer rate 25% and the other utilities 25%. Inside the city? Yeah. Raised it from certain percent up to 25%. We went from the current rate and raised it by 25%. More? Yeah. What is that in real numbers? It seems 628 plus... So it's $50 per thousand. Inside city rate will be 785 and outside city will be 942. So outside city didn't change. 785 inside the city per 100? Or per 1,000. For 1,000. And what are they now? 628, I think. I've got all kinds of numbers on my head today. That's all right. So 72 plus 85. So what is that? $1.67? Oh, God. $1.67? Yeah, it's in that. I think it's in the resolution. It's 628. Yeah. The resolution is what they're going to be, but I don't see what they are now. It's 628. It's in the outside city. And outside city now is what? The same as it is. We didn't change it at all. Oh, I see what you're saying, Lord. Okay. I'm going to approve. I'll make a motion to approve as submitted. I have a second. I'll send it to the next. Okay. I'll send it to the …

Just to be entered into the minutes, Rusty Nord is here representing Mr. Stuart, or Mr. Russell, excuse me. And we do have to sign that today if it's given him the right to represent him for this state law compliance. Okay. Mr. Russell is proposing a three-lot subdivision on Lot 70 North. The proposed three lots consists of the lot line adjustments for existing lots and the creation of the new lot. Lot 2 and Lot 3 front on Highway 70 have existing water. The proposed lot 1 will require a variance for ingress, e gress, and utility access. The reasoning for the variance is requested by Mr. Russell, which is to maintain ownership o …
