Superintendent of Water Aaron Harvill, joined via teleconference by Erica Goldin and Kevin Castro,
both Project Engineers from GHD, presented Council with plans for course correction at the Water
Treatment Facility.
Ms. Goldin offered a brief status update on the project, noting the tree clearing which has been
completed, and she mentioned that the completed design is awaiting approval by the Department of
Health. She also advised the overall projected costs for the project had increased to $70,100,00 since the
time the Council voted to bond …

E-Bike Safety Initiative
Erica Anderson, Assistant to the City Manager, began the presentation by informing Council that the
committee had met several times and committee members also included City Engineer Thomas Compo,
Code Enforcement Supervisor Dana Aikins, Planning and Community Development Director Michael
Lumbis and Superintendent of Public Works Brian MacCue. She advised that E-Bike usage has
increased throughout the country and not just in Watertown.
Joe Bova, representing Samaritan Medical Center Trauma, explained that data is just beginning to be
compiled, but the hospital had seen nine E-Bike injuries during the last year. He noted that head injuries
were in six of those accidents due to the riders not wearing helmets.
Ms. Anderson added that most of the accidents with E-Bikes occur on the rider’s first or second ride,
due to inexperience with bicycles and the rules of the road. She thanked Samaritan Medical Center for
their partnership on this initiative.

Changes to the Proposed Fiscal Year 2026-27 Budget
City Comptroller James Mills reviewed his report updating Council with the effect of the changes that
have been made to the proposed budget. He explained that bids on the processing chemicals for the
Water and Wastewater Treatment Plants were received after the proposed budget was released so the
proposed rate increases need to be adjusted accordingly. He advised chemical bids for water increased
by $150,000 causing the proposed water rate increase to change from 5% to 7% and the chemical bids
for sewer decreased by $220,000 causing the proposed sewer rate increase to go from 3% down to 2%.
He then reviewed the adjustments that have already been made to the proposed project. They were the
following: Decrease in the total taxable assessed value due to the completion of the finalized tax roll;

Jefferson County Homelessness
Jefferson County Administrator Ryan Piche outlined the goals of his presentation and stated the
County’s philosophy that homelessness is a complicated public policy challenge that cannot be solved
but can be managed. He mentioned a recent community survey found 11% of respondents said
homelessness is the single largest issue facing the North Country. Referring to graphs supplied to
Council, Mr. Piche noted the County is not alone as the number of homeless across the country rise with
New York having a rate four times higher than the rest of the country. He offered the combination of
housing affordability and state policy decisions as the main causes of the increase. He noted that as
Jefferson County’s Area Median Income has dropped 11% from 2023 to 2024, the fair market housing
rate has increased 11%. He also cited New York State policies of closing mental health institutions and
jails as well as criminal justice reforms as reasons for the increase.

Budget Recap
City Comptroller James Mills offered Council a recap of where the FY2026-27 proposed budget
currently stands. He reminded Council that, since budget discussions started earlier this year than in
previous years, some of the numbers for the tax roll had not been finalized. He indicated that the
finalized tax roll and total taxable assessed value have decreased since the release of the proposed
budget. He explained the changes and stated that the changes resulted in a proposed tax rate of 12.25%.
He then listed the changes Council has made to the proposed budget so far and explained the impact of
these changes to the tax levy and tax rate. He went on to offer staff recommendations for additional
changes and noted the proposed tax levy would be an increase of 8.47% and a proposed tax rate would
be an increase of 8.71%.

Water Superintendent Aaron Harvill reviewed this budget, stating not much has changed from last year.
He mentioned that the operations and maintenance contract was being renewed, the arc flash study was
carried over from last year because it was not completed, and that consulting services for $50,000 is a
pay-as-you-go expense. He responded to further questions regarding the consulting services, noting that
the consultant was hired this year and will assist with the FERC relicensing and options for the
termination of the National Grid contract. He also responded to questions about the arc flash study.
Turning to the capital budget, Mr. Harvill discussed the fish bypass repair project listed on page 275 and
said that it is required in order to maintain the FERC license. Lastly, he responded to Council Member
Shoen's question about the cleaning gates, and said the current debris is not hindering the plant’s
production levels and that the debris cannot safely be removed at this time.
