Minutes:
Prior to allowing for public comments, Mayor Hare recognized Fire Chief Shane Brunson for his 34 years
of service on the Filmore Fire Department, of which eight of those years as the fire chief. Chief Brunson
recently retired from Millard County in the role of emergency services manager. The community has
benefitted greatly from Mr. Brunson's service and qualifications.
Councilmember Alldredge asked Chief Brunson if there are currently any restrictions on fireworks in
Fillmore, to which Chief Brunson responded that there are none, but that the fire department strongly
suggests and advises citizens to be careful and responsible while using them.
When Mayor Hare asked for public comments, Larry Edwards stated that fireworks should not be sold in
Fillmore.

Sheldon Birch is running for the Utah House of Representatives and introduced himself to the council.
Mr. Birch complimented the council for their nice, beautiful city. He is trying to get know this end of the
district.
Dan Rowley stated that it might be a good idea to offer incentives for citizens to get rid of their lawns
and change to a zero-scaped yard. This would help in the current draught situation by reducing water
consumption.
Abe Johnson, who is on the water board, stated that the pond level dropped three feet last Sunday.
There is about six second feet coming into the pond currently. Chalk Creek is at 42% of its normal level.
The high water has been 12.5 second feet this year. There has been absolutely no high water this year.
Water users are supposed to be watering every other day, but there are some who are watering every
day. Going forward, abusers will be issued one warning and then after that, a fine will be imposed.
Mayor Hare stated that he is pleased with how much water the city has this year considering the draught
year.

Minutes: Russell Shields stated that a code enforcement officer for the city is not necessary. There are
more creative ways to enforce the city’s code with the city resources that are already in place. Mr.
Shields suggested that many code enforcement issues could be handled by the fire marshal. Mr. Shields
also suggested that the city staff do a thorough review of the city code. Some of the code may be
arbitrary. He thanked the council for what they do and said that he appreciates their time and effort.
Councilmember Rausch stated that it is important for the council to hear what citizens have to say
before the city gets too far into drafting a new ordinance. Mayor Hare stated that going forward,
discussion items will be placed on council agendas before any other step in the process takes place.
